2 RMS’ 2017 Goals -- Unanimous Approval
Align Retail Market Subcommittee Goals with TAC goals and the strategic vision of the ERCOT Board of Directors. Maintain rules that support Retail Market processes and promote market solutions that are consistent with PURA and PUC. Collaborate with WMS to ensure the incorporation of demand response and load participation in the Wholesale market including participation in the ERCOT annual demand response survey. Explore and implement Retail Market enhancements, process improvements and cost efficiencies. Facilitate market enhancements necessary to leverage the capabilities of Advanced Metering Systems in the retail market and improve the integrity and availability of AMS data to Market Participants. Maintain market rules that support open access to the ERCOT retail market. Continue to work with ERCOT to develop Protocols and other market improvements that support increased data transparency and data availability to the market. Continue support of SCR786, Retail Market Test Environment, throughout stabilization including but not limited to market education, communications and end user documentation. Assess and develop Retail Market training initiatives that may include ERCOT’s Learning Management System’s (LMS) online modules and Instructor Led Market Training courses and/or webinars. Support all phases of ERCOT’s implementation of NPRR 778, Modifications to Date Change and Cancellation Evaluation Window, including but not limited to project planning, system testing, project execution along with market education and communications. Assess and improve communications and notifications processes for all Market Participants including ERCOT. April 12, 2017 RMS Update to COPS

NPRR796, Extended Character Set Clean Up (Vote) This Nodal Protocol Revision Request (NPRR) removes Protocol Section 19.5, Texas Standard Electronic Transactions Acceptable Extended Character Set, as this language currently resides in the Texas Standard Electronic Transaction (TX SET) Implementation Guides December 14, 2016 – ERCOT comments: ERCOT respectfully submits these comments to Nodal Protocol Revision Request (NPRR) The language in the individual Texas SET Implementation Guides will be updated to accurately reflect current retail market character set processing practices Motion to Endorse as amended by the December 14, 2016 ERCOT Comments was Unanimously Approved by RMS. RMGRR145, Appendix for a Mass Customer List (MCL) This Retail Market Guide Revision Request (RMGRR) provides the format for a Mass Customer List to be used by a Transmission and/or Distribution Service Provider (TDSP) / Municipally Owned Utility (MOU)/Electric Cooperative (EC) TDSP to inform Market Participants of all customers in its service territories when entering competition or expanding its service territory. RMS 3/28/17 Discussion/Vote: Impact Analysis: No project required. This Retail Market Guide Revision Request (RMGRR) can take effect upon Technical Advisory Committee (TAC) approval. Unanimously Approved IA – Both language and Impact Analysis will be recommended to TAC for Approval during their April 27th meeting. April 12, 2017 RMS Update to COPS

RMGRR146, Retail Market Guide Revision Request Process (Vote) This Retail Market Guide Revision Request (RMGRR) expands the list of RMGRRs requiring ERCOT Board approval and provides additional clarifications to the RMGRR process. These process changes were discussed at the 8/25/16 TAC/TAC Subcommittee Structural and Procedural Review, the 9/29/16 TAC meeting, and the 10/10/16 HR & Governance Committee meeting. Unanimously Approved as Amended by RMS – NOTE: This RMGRR’s Impact Analysis (IA) will return to RMS for our May 2nd meeting. April 12, 2017 RMS Update to COPS

6 Revision Requests Voting
RMGRR147, Stand-Alone Discretionary Meter Tampering Charges (Vote) This Retail Market Guide Revision Request (RMGRR) updates Section , Meter Tampering Cancel Rebill No Change in Consumption, by providing the option of generating a stand-alone invoice for Meter Tampering Charges when there is no change in usage consumption. Additionally, this process aligns with the Texas Standard Electronic Transaction (SET) Implementation Guide for the 810_02, TDSP Invoice. Impact Analysis: No project required. This Retail Market Guide Revision Request (RMGRR) can take effect upon Technical Advisory Committee (TAC) approval. Language as amended by RMS received Unanimous Approval, Impact Analysis was also Approved Unanimously. Both language and Impact Analysis will be recommended to TAC for Approval during their April 27th meeting. April 12, 2017 RMS Update to COPS

7 TX SET Change Control Voting
Change Control – Special Characters (Vote) Updates made to all the TX SET Implementation Guides to allow the receiver of the transaction containing Special Characters to determine to either accept the transaction or to respond with a valid rejection. Unanimously Approved Change Control – MOU/EC TDSP Standardization (Vote) Updates made to all of the TX SET Implementation Guides to replace “MCTDSP” with “MOU/EC TDSP”. NOTE: Both Change Controls will require RMS’ approval of the TX SET Implementation Guide redlined changes planned for the May 2nd meeting. April 12, 2017 RMS Update to COPS

10 ERCOT Updates: Service Availability – February
MarkeTrak met all SLA targets Retail Transaction Processing (non-core hours) – 99.95% (99% target) Retail Transaction Processing (core hours) – 99.52% (99.9% target) Incidents & Maintenance – February 01/30/17, 02/01/17 – FindESIID and FindTransaction degraded or unavailable 02/19/17 – Planned Maintenance (Site Failover – Retail Processing, MarkeTrak, FindESIID, FindTransaction) 02/23/17 – Retail processing outage caused by unplanned emergency maintenance ERCOT was unable to send and receive transactions from the NAESB system from 5:51 PM to 7:12 PM.  Retail MIS functionality was also unavailable during that time. Retail processing was restored at 7:25 PM MarkeTrak was unavailable from 5:51 PM until 8:20 PM The TDSP ESIID Extract (ZP15-612) for February 23, 2017 was posted at 17:16 on February 24, 2017 April 12, 2017 RMS Update to COPS

11 ERCOT Updates: 2016 Q4 Performance Measures Reporting
All transactional performance reported at 99% or 100% Inadvertent Gain Reporting MarkeTrak Upgrade (3/25-3/26) & RMGRR134/NPRR753 (3/7-3/9) Implementations MarkeTrak Upgrade- Market Participants identified system processing and functionality issues that were reported to ERCOT for corrections.
