9 Chapter 15: Energy USE OF ENERGY FROM RES Mandatory national overall target and measures for the use of energy from renewable sources is transposed into national legislation through Energy Law ("Official Gazette of Montenegro", No. 28/10) National target for the share of energy from renewable sources in gross final consumption of energy in 2020 of 33% is adopted by Decision of the Ministerial Council of Energy Community on 18/10/2012 National Renewable Energy Action Plan is to be adopted by the second half of 2013 Calculation of the share of energy from renewable sources is to be endorsed by Governmental Decree (to be adopted within 3 months) and further developed through National Renewable Action Plan M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 15: ENERGY

10 STATISTICAL TRANSFERS AND JOINT PROJECTS

11 Chapter 15: Energy ADMINISTRATIVE PROCEDURES, REGULATIONS AND CODES/INFORMATION AND TRAINING Administrative procedures are harmonized to the most extend in Energy Law ("Official Gazette of Montenegro", No. 28/10) and set of deriving secondary legislation. Additional interventions needed in the areas of: More strict demands on simplified procedures Equipment standards Efficiency criteria Legal basis for adoption of a new bylaw on Information and training is to be introduced in Energy Law ("Official Gazette of Montenegro", No. 28/10) by January 2015 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 15: ENERGY

12 GUARANTEES OF ORIGIN/ ACCESS TO THE GRIDS
Chapter 15: Energy Energy Law ("Official Gazette of Montenegro", No. 28/10) is partly harmonized with Directive apart from the definition of guarantee of origin as an electronic document Amendment of the matching Decree on means of issuance, transfer and cancellation of guarantees of origin for energy generated from renewable energy sources and high efficient cogeneration ("Official Gazette of Montenegro", No. 28/10) to be finalized by the end of the 2013 Energy Law ("Official Gazette of Montenegro", No. 28/10) needs to be amended with provisions that stipulate the most strict obligations of the operator of the system to connect the energy produced from renewable energy sources Amendment of the Energy Law ("Official Gazette of Montenegro", No. 28/10) to be finalized by the end of the year M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 15: ENERGY

13 BIOFUELS AND BIOLIQUIDS
