Ukraine in international climate framework
Ukraine is Annex 1 Party to UNFCCC since 1996 Ukraine is Annex B Party to Kyoto Protocol with special status of Economies in Transition since 2004 (Second Commitment Period of the Kyoto Protocol is under ratification process) Ukraine is a Party to Paris Agreement starting from September 19, 2016 with Nationally Determined Contribution (NDC) that presents national goals on climate actions – both mitigation, reduction of GHG emissions and adaptation to impacts of climate change Ukraine is a Contracting Party of Energy Community Ukraine is a Signatory and Contracting Party of Energy Charter Treaty Ukraine has signed Association Agreement between the European Union and the European Atomic Energy Community and their member states, of the one part, and Ukraine, of the other part MINISTRY OF ECOLOGY AND NATURAL RESOURSES OF UKRAINE

Institutional Framework
Ministry of Ecology and Natural Resources (MENR) is a central government body that formulates and implements state climate change policy, including mitigation and adaptation to climate change Inter-Agency Commission on UNFCCC Implementation is state inter-ministerial commission that coordinates activities related to mitigation and adaptation to climate change and other UNFCCC issues Verkhovna Rada Committee on Environmental Policy and Chernobyl Aftermath Mitigation is legislative body that initiatives and submit relevant laws MINISTRY OF ECOLOGY AND NATURAL RESOURSES OF UKRAINE

National Climate Policy Framework
Law of Ukraine "On Basics (strategy) of the State Environmental Policy of Ukraine till 2020" (adopted on 21 December 2010): optimization of the energy sector of the national economy by increasing the use of energy sources with low carbon dioxide emissions by 2015 for 10% and by 2020 for 20%; development of the basic policy framework for adaptation to climate change by 2015, development and phased implementation of a national action plan to mitigate climate change for the period to 2030; raising of energy efficiency by 25% up to 2015 and by 50% up to 2020 relative to the base year by implementing energy and resource conservation in energy-consuming sectors; increasing the use of renewable and alternative energy sources MINISTRY OF ECOLOGY AND NATURAL RESOURSES OF UKRAINE

Draft Concept on Implementation of State Climate Change Policy
Concept on implementation of State Climate Change Policy defines 3 objectives Objective 1. Strengthen the capacity building on establishment, maintenance and implementation of state climate policy and the gradual transition to low-carbon development. Objective 2. Mitigation of climate change through the reduction of anthropogenic emissions and increasing of greenhouse gases absorption. Objective 3. Ensure adaptation to climate change, increase a resilience and reduce risks associated with climate change. Since Clima East is a European Union funded project package aimed at assisting in approaches to climate change mitigation and adaptation, the MENR is prepared to discuss the key role of Clima East in the process of implementing 2003/87/EC. Climate change and protection of the ozone layer Directive 2003/87/EC establishing a scheme for greenhouse gas emission allowance trading within the Community and amending Directive 96/61/EC as amended by Directive 2004/101/EC : adoption of national legislation and designation of competent authority/ies establishment of a system for identifying relevant installations and for identifying greenhouse gases (Annexes I and II) development of a national allocation plan to distribute allowances to installations (art. 9) establishment of a system for issuing greenhouse gas emissions permits and issuance of allowances to be traded domestically among installations in Ukraine (art. 4 and ) establishment of monitoring, reporting, verification and enforcement systems and public consultations procedures (art. 9, 14 – 17, 19 and 21) Establishment of Emission trading system (ETS) promotes the development, distribution and introduction of low-carbon technologies MINISTRY OF ECOLOGY AND NATURAL RESOURSES OF UKRAINE

Green Technology Initiatives in Ukraine
Fintech GEF project launched by EBRD in Ukraine Aimed to develop and demonstrate innovative policy and technical assistance packages and support development of performance-based financing mechanisms to increase investment in climate technologies in Ukraine. In a broader sense, the programme aims to contribute to achieving an energy efficient economy and increased energy security in Ukraine, while improving its energy self-sufficiency, in line with Ukraine 2030 Strategy Cleantech GEF project launched by UNIDO in Ukraine Aimed to promote clean energy technology innovations and entrepreneurship in Ukraine through the development of a cleantech innovation platform and accelerator programme CTF Launched by joint mission of EBRD, World Bank, IFC Aimed to finance and promote more investments in renewable energy projects, energy efficiency, intelligent networks and heat recycling MINISTRY OF ECOLOGY AND NATURAL RESOURSES OF UKRAINE

Aimed to support Energy Efficiency Projects and Environmental projects to Reduce CO2 emissions and other GHG, particularly in District Heating, Water and Wastewater, Solid Waste Management, Street lighting, Insulation of Public Buildings, Local transport E5P MultiContributor Fund Aimed to tailor-made financing, including assistance by technical consultants for businesses and local authorities in countries from Central Europe to Central Asia to secure sustainable energy supplies, and finance the efficient use of energy that will cut demand and imports, reduce pollution and mitigate the effects of climate change USELF part of the EBRD’s Sustainable Energy Initiative (SEI) GIS co-managed by Ministry of Ecology and Natural Resources of Ukraine and NEDO Aimed to implement projects and programmes on public and social infrastructure, including transportation (using Japanese technologies in hybrid vehicles, industrial underground water treatment, heat pumps, efficient lightening, public transportation etc) MINISTRY OF ECOLOGY AND NATURAL RESOURSES OF UKRAINE
