Short answer: It depends who you ask! Which actors matter? States – China, United States, Mauritius International Organisations – United Nations, European Union, World Bank Non-state actors – al Qaeda, Greenpeace Corporations – Facebook, Google, Apple People – Communities, classes, individuals, nations, diasporas
