Current priorities for the Social Inclusion and Equality (SI&E) Umbrella
SICAP: dedicated supports to LCDCs to undertake their oversight function (mid-year visit & regional support events). Engagement with the ESF CA and MA to finalise the Management and Control Verification Framework.
LEADER: presentation of remaining LDS recommendations to the ISC. Working in collaboration with DECLG on the phased development of the LEADER Business System.
SSNO : notification of the outcome of DECLG decision-making to all applicants and administration of the contracting process.
SSNO : undertaking of a contract closure process for organisations that are currently funded under SSNO
DAF: processing of the 6-monthly financial returns and preparation for the next phase of online reporting (progress report).
SAS: ongoing processing of participant application forms and the registration of local community groups.

5. The Inclusive Employment and Enterprise Thematic Area
Current priorities for the Inclusive Employment and Enterprise Thematic Area
CSP: Completion of the appraisals for the CSP Support Fund Arrangements.
CSP: Preparation for the half yearly monitoring returns for CSP due to go live in July.
RSS: Completion of the RSS Renewals.
Tús: Launch of the revised offline forms and system developments for data capture on participants who are eligible for the Youth Employment Initiative under Tús.
RSS and Tús: Rollout of the extension to the e-payslip project for RSS and Tús. Full details and guidance notes will be provided prior to the rollout.
DAF 2016: Working with the various Departments including the Department of Social Protection and Regional Development, Rural Affairs , Arts and the Gaeltacht to define the delivery model for DAF 2016.
Further detail on the rollout of extension tot eh e-payslip project for RSS and Tús. We have completed the pilot project re the e slip project. We had under taken this with 5 pilot implementing bodies participants in total are now receiving e - slips via secure .
We also undertook a survey following successful implementation, the results were very encouraging. We are now looking to move towards full rollout. Currently we have 2,000 participants in TUS & 350 in RSS where we have s. We would be hoping over time to make this a mandatory field on respective renewal and starter forms. With the rollout we would be encouraging Implementing bodies to move to this process by highlighting the benefits, as evidenced by participants in our pilot survey.
Udaras one of the larger providers in RSS, has already indicated it wishes to participate as does Donegal Local Development. In light of the fact that both of these implementing bodies operations are quite dispersed and in very rural locations , we expect a high subscription rate across the country. I also must stress that while we will be encouraging implementing bodies to roll this out , we will also facilitate scenarios where participants are happy with the status quo , i.e. paper payslips.
Working with the various Departments including the Department of Social Protection and Regional Development, Rural Affairs , Arts and the Gaeltacht to define the delivery model for DAF There has been some delay on the progress of the fund for this year due to the Department reorganisation.

Early Years Capital 2016: Completion of the Early Years Capital appraisal process and communication of outcomes to applicants – June;
ABC: Review of ABC additional funding proposals and preparation for issue of half yearly financial returns due for submission in July;
AIM: launch of Level 5 process -June??
Learner Fund: Close Learner Fund end July;
ECCE: Preparation for transition of ECCE payments from DCYA to Pobal at end August;
Organise National Meeting for CCCs/VCOs/Better Start (15 June) on behalf of DCYA;
Preparation for issue of half yearly financial returns CCCs/VCOs due for submission in July;
Completion of 2016 Compliance visits and preparation of final Compliance report to be issued to DCYA in July;

While a wide range of Pobal’s programmatic work is carried out with Local Development Companies, current work is of particular note within:
LEADER – where Pobal’s role across the programme – for example in assessments and in support system development are important.
SICAP – where the ongoing work in strengthening, developing and reporting on the programme by Pobal are key

9. Work of Key relevance to ILDN
Pobal’s broader role working with and across Government Departments, agencies, delivery bodies and national/international expert groups is also important to your membership. Pobal intends to work with all stakeholders to ensure that the intended beneficiary of services – be they an unemployed person, a child receiving care or a migrant – is of high quality and offers value to the beneficiary and to the public purse. Evaluation of current programme and development of successor To that end our work with Departments and local partners around programme design, allocation systems, financial management and reporting mechanisms are critical. We hope our interactions with Local Development Companies continue to play an important role in this work and intend that Pobal continues to be an active and positive partner in assisting communities.
