Situated in Northern Italy within Emilia-Romagna Region Has a population of about (2016) Is leading the Union of Municipalities of the Savio Valley (other 5 municipalities)

Reference context Sustainable policies
A strategy for local sustainability is included in Cesena city council’s political programme for (the Piano di Mandato) 2009: signed the Covenant of Mayors 2011: approved Cesena’s SEAP 2016: signed the Mayors Adapt on Climate and Energy (- 40% Co2 by 2030) -> Cesena has a new commitment to develop a new Sustainable Energy and Climate Action Plan (SECAP) within the next two years PUMS - "Urban Plan of Sustainable Mobility of Cesena /2030“ PSC - Municipal Structural Plan (currently being processed)

To carry out this strategy, in January 2011 the Municipality of Cesena has established Energie per la città Inc's (EPC) the in-house company (100% municipally owned) of Cesena for energy services. third party of the INSMART project The company is responsible for: managing and monitoring public energy plants and systems; designing retrofit interventions in public buildings; Responsible of energy monitoring of Cesena public buildings; maintenance of conditioning and heating plants of Cesena public buildings; developing of solutions for energy production from RES; promotion of the use of new energy technologies, methodologies; technical partner in EU projects (VII FP – IEE)

The InSmart Solution: Lessons Learnt and Key Innovations achieved
Multicriteria and multidisciplinary approach to energy planning The approach is absolutely innovative for cities that are often forced to plan on short period due to few resources or restrictive legislation -> InSmart is first of all a new way of working in an integrated manner starting within the municipality InSmart thinks about municipalities as the Key actor of energy governance (regulator, energy consumer, provider of energy etc) and strengthens the role of the municipality in decisions processes Active and effective participation of the stakeholders The InSmart solution put together different actors that often feel competitors within the City (Eg. the public service managers of waste, water, public illumination etc.) Energy Planning becomes Urban Planning InSmart allowed to define performance measures built starting from the specific needs of the urban structure of the city

The InSmart Solution: Dissemination and Future Uses
The InSmart Plan: 1 – Will be present to citizens in the Final Event in Cesena on 25 March 2017 2 – Will be formal approved by the City Council by the end of March 2017 3 – It served as the basis for the monitoring of the SEAP 4 – It will serve as the basis for the definition of the new SECAP The InSmart Municipal working group leading by Energie per la città will continue to make the direction of the new projects/plans on energy planning The InSmart Solution will be present to the Union of Municipalities of the Savio Valley The GIS Energy Map will be insert within the municipal GIS System
