3 Purpose The purpose of the Emergency Evacuation Training is to aid and assist tenants in the Facility Evacuation procedure in the event of an emergency. The Facility Evacuation (ref ITV K102) procedure is developed to ensure the safety and well being of building occupants during evacuations resulting from natural or man made emergencies. Northrop Grumman IT is committed to ensuring the safety and protection of its people, property, and resources.

4 Definitions Facility Emergency- A crisis that has occurred in and /or around one of our buildings Area Warden - That member of the evacuation team responsible for reporting to the assembly area, activating the assembly area, and reporting status to the Emergency Response Team Leader. Assembly Area - An area established by the Area Warden for evacuating personnel for assembly and protection from fire, smoke, debris, emergency response vehicles and other potentially dangerous conditions.

5 Definitions Building Emergency Leader (BEL) - A selected senior manager whose office resides within the assigned building with specific responsibilities including, but not limited to, selecting wardens, briefing response personnel and evaluating drill effectiveness. Emergency Response Team Leader (ERTL) - That member of IT Headquarters staff designated by the Crisis Management Team to assume command of an emergency situation based on experience in emergency management or expertise in the emergency subject.

6 Definitions Evacuation - The controlled, required egress of personnel from the confines of a building by the most expeditious route in response to an emergency condition or situation. Floor Warden - That member of the evacuation team responsible for verifying assigned sections (personnel) have been evacuated and reporting status to the Area Warden.

7 Responsibilities Building Emergency Leaders (BEL): Selects a backup BEL and Area and Floor Wardens in their areas of responsibility Ensures that each employee within the facility receives training on their responsibilities and actions Identifies personnel using wheelchairs or crutches on upper floors and: Assures that personnel are trained and assigned to assist them in evacuating the building Assures that personnel using wheelchairs or crutches receive “Evac-Chair” training Proceeds to the command post upon initiation of the fire alarm or issuance of a PA announcement regarding evacuation Meets local emergency response teams (fire, police) at the evacuation coordination point to provide initial information

Responsibilities Area Wardens - Reports directly to the assigned assembly area upon hearing the evacuation signal or announcement NOTE: During lightning storms, the Area Warden reports to the designated safe haven(s) to await direction regarding the next action provided there are no fire or other hazards in the area Stays visible and directs personnel to assembly areas Reports to the BEL upon confirmation from the Floor Wardens that the evacuation of all personnel is complete (approximately 10 minutes) or problems encountered Assigns Floor Wardens to building entry points to facilitate return to work orders NOTE: White baseball caps identify Area Wardens.

Responsibilities Floor Wardens - Verifies that all assigned areas have been evacuated. These areas may include office areas, conference and classrooms, lavatories, etc. Closes doors in assigned areas after verifying the area has been evacuated. NOTE: Doorways leading to staircases and common areas are especially important Assists in the orderly evacuation of the facility Notes problems encountered and relays information to the Area Warden Reports evacuation status to the Area Warden after assigned sector checks are complete Assists entry into buildings when return to work orders have been issued NOTE: Reddish-Orange baseball caps identify Floor Wardens.

10 Responsibilities Environmental, Health & Safety (EHS)
Provides Evacuation Team and Evac-Chair training Provides assistance in the preparation for emergencies and drills Specifies safety equipment Responds to evacuations as required, critiques observations and maintains this procedure Plans and conducts annual evacuation drills with the assistance of the Wardens, the Crisis Management Department,Security, and Facilities Critiques evacuation drill exercises.

11 Responsibilities All Employees, Contract Labor, and Visitors:
Familiarize themselves with their floor area, location of alarm points emergency stairwells, and their designated assembly area Knows at least two egress routes from the work area Secures classified/proprietary information Evacuates the facility using established exit routes Uses alternate routes when smoke, fire, or other emergency situations are encountered Reports to, and stays at the assembly area until further directions are received from an authorized BEL Informing your floor warden if you require special assistance during an emergency evacuation

12 Responsibilities All Employees, Contract Labor, and Visitors con’t:
Do not use elevators to exit during a fire evacuation When leaving a stairwell, exit only on the ground level Do not exit off the premises. It is extremely important that all vehicle lanes are open for emergency personnel Do not re-enter the building until your floor has been announced by designated NGIT personnel or told to do so by the Fire Department If you are hosting a meeting or conference that includes outside visitors, you are responsible for maintaining a list of all attendees to turn in to the Area Warden of your designated floor Evacuate in a calm and orderly fashion using the nearest fire emergency exit

13 General Information Procedures –
Emergency Situations - The occurrence of certain emergencies is cause for the immediate evacuation of facilities in a safe, orderly fashion. These emergency situations include, but are not limited to the following: Fire and/or smoke - or indications of such (as by fire alarm) Bomb threat Loss of electrical power (blackout) Administering Emergency Evacuation - Emergency evacuation of a facility/building is administered in three phases that can be identified as "preparedness activities", "emergency action" and "post-evacuation activities". Each evacuation team member has essential tasks that must be performed within each phase for an emergency evacuation to be effective. In order to test this effectiveness, Evacuation Drills will be conducted annually.

14 Procedures Sounding the Alarm - Any person witnessing a condition or situation considered being an emergency situation (including, but not limited to fire and/or smoke, etc.) shall initiate an evacuation signal, if the automatic alarm has not sounded. The evacuation signal shall be initiated by activating a manual pull station. A hand held devices can also be used. The evacuation signal consists of an intermittent siren and flashing strobe or a traditional fire bell. NOTE: Hearing impaired personnel must obtain tactile paging devices. All fires or emergencies must be immediately reported by calling 911 (Fairfax County Fire & Rescue). Call Security Control Center (24-7 operation)

15 Procedures con’t Building Evacuation and Duties
Evacuation of the building shall immediately commence when the fire alarm has sounded or a public address announcement directing building evacuation has been made. Do not use elevators, use the exit stairs. Facility Evacuation with Undesirable Outdoor Conditions or Situations It must be noted that the activation of a fire alarm is immediate cause for vacating the premises. However, certain conditions may exist outdoors that may endanger personnel that require the situation to be evaluated. Evacuation may be temporarily delayed if personnel are not placed at risk by fire. This situation shall be identified by PA announcement with instructions and directions on how to reach the safe haven.

16 Procedures con’t Facility Evacuation with Undesirable Outdoor Conditions or Situations cont. Safe Havens within each building will be established by the BEL with assistance from Facilities and EHS. Special instructions are required to prevent exposure to criminal activity and other hazards. Special instructions may be required to temporarily delay facility evacuation in the event of the following, but not limited to: Lightning Outside events with the potential to affect personal safety Civil disturbances Tornado While located in the safe haven, personnel must be located away from open doors, windows, metal pipes, sinks, and plug-in electrical devices.

17 Procedures con’t Assembly Areas - Assembly Areas are pre-determined by the BEL and are identified in the attachments of this procedure. The Area Warden(s) activates the assembly area by reporting to the area, wearing a white hat for visibility, and directing evacuating personnel to the assembly area. If conditions do not favor establishment of assembly at this location due to smoke, burning debris, or other situations or conditions, the Area Warden shall establish the assembly area in a location where these hazards do not exist. All occupants must stay in their designated assembly areas, regardless of alarm cessation and wait for further instructions.

Bottom Line The two areas that should be emphasized with those for whom we are responsible so that all employees can answer the following two questions during an emergency evacuation: Where do I go? With whom do I check in once I’ve evacuated the building?
