Solid Waste Division Amendment to Comprehensive Solid Waste Management Plan Special Event Recycling Program (SERP) Planning Commission Public Hearing March 15, 2017

2 Purpose Adopt SERP into the Calvert County Comprehensive Solid Waste Management Plan as required by Maryland State Legislature adopted in 2014 Chapter Law 338, which became effective on October 1, 2014

3 Overview of SERP This law applies to Special Events that:
Are expected to have 200 or more persons in attendance; Serve food or drink; and Are held on public street, publically owned site or facility, or public park temporarily or periodically.

4 Requirements of SERP Special Event Organizers are required to:
Provide and place recycling containers next to each trash container; Ensure recycling containers are clearly distinguishable from trash containers by color or signage;

5 Requirements of SERP Cont Provide the labor and equipment necessary to carry out recycling at the event; Ensure recycling materials are collected and delivered for recycling; and Pay for any costs associated with recycling at the special event.

6 What needs to be Recycled?
At a minimum, the following must be included for recycling: Plastic bottles and jars Metal cans Glass bottles and jars Paper Cardboard

7 What needs to be Recycled?
Cont Food scraps If food scrap recycling is not provided at the event, a description of efforts must be made to identify organic recycling services and the reason they were not available.

8 Assistance Before or after the event, the Solid Waste Division will assist all event organizers, municipalities and other State agencies if requested.

9 SERP Enforcement The event organizer who violates this SERP is subject to a civil penalty not to exceed $50 for each day the violation exists. Any penalties collected for violation must be paid to the local jurisdiction that brought the enforcement action.
