3. LCDS Template structure
The template has two sections:
Section I - Policy
The first section should be considered as political section, which will guide the policy actions at national/sectoral level.
Section II - Technical
The second section should be understood as the technical section, which describes the technical process followed and describes the technical basis on how the policy actions were chosen.

SECTION I – POLICY
Executive Summary
The Vision and the Mission
To write to what extent the mission contributes to the overall country/sector vision in particular how it contributes to achieve the sustainable development plans of the country/sector (max. one page).
Background
In this section need to summarises all the efforts in terms of policies as well as programmes and actions implemented or in implementation at the country and/or sector level and which and which are relevant for the LCDS.

5. LCDS Template – Section I
Current State of the Sector
This section needs to analyse the current situation of the sector in which the LCDS is being conducted. It aims to understand from the mitigation climate change perspective what the country or the sector has being doing and what is planned to do. It should analyse if the current and the upcoming five-year plan considers climate change mitigation actions and how ambitious are they.

6. LCDS Template – Section I
Strategic Areas of Intervention / Lines of action of the strategy
In this section the main and the specific objectives of the LCDS should be written.
The Action Plan
The action plan needs to specify how the objectives of the LCDS will be achieved. Therefore, it will need to indicate what are the outcomes and outputs of the strategy and what will be the indicators to measure the success or not of the strategy over its implementation time. Furthermore it will need to include the budget for these actions. Please include a detailed Work Plan in the Annexes of the LCDS document.

This section needs to describe the institutional setup under which the LCDS will be implemented either at national and/or sectoral level.

8. LCDS Template – Section I
Monitoring and Evaluation
This section aims to describe how the monitoring and evaluation of implementation progress of the LCDS will be conducted. It is important to explain what the indicators to be followed are and how the progress will be measured and reported. Furthermore it is also relevant to explain who are be the institutional responsible of the monitoring and evaluation of the overall implementation progress of the LCDS.

This section describes the institutional process to approve the LCDS. Therefore aims to cover different elements on how the LCDS process was conducted. In each section should be described the process and the political and institutional arrangements made during the elaboration of the LCDS.

Greenhouse Gas Emissions Baseline and Greenhouse Emission Reduction Scenarios
3.1. GHG country and/or sectoral emission sources
Please explain the following aspects:
(National levels based on reasonably explained scientific assumptions)
Describe what are the key GHG emission sources at the country level
Describe what are the key areas for mitigation opportunities at country level
Describe in which manner the sector chosen contributes to the overall country emission reduction.

3.2. Baseline scenario
The baseline section should cover the following information:
Definition of the country baseline scenario. Please describe what criteria and assumptions were considered in the elaboration of the country baseline scenario (if the country is working directly at sectoral level, please only give a general description of the existing national baseline scenario.
Description of the sectoral baseline scenario
The following assumptions will need to be explained in this section:
Approach and type of methodology applied to obtain the baseline scenario.
Base year.
Assumptions considered in the elaboration of the baseline scenario.
Sensitivity analysis.

13. LCDS Template – Section II - Technical
3.3. Mitigation scenarios
The following aspects need to be fully described:
Approach and definition of the greenhouse emission reduction scenarios at national and/or spectral level.
Methodology applied for the elaboration of the greenhouse emission reduction scenarios.
Explanation of the mitigation actions identified and prioritised for each greenhouse emission reduction scenario. This explanation could be valid either for national or sectoral level.
Sensitivity Analysis applied in the elaboration of the greenhouse emission reductions scenarios.
Please explain how the risks and uncertainties of your GHG emission reduction scenarios was managed.

14. LCDS Template – Section II - Technical
Decision-support Tools
In this section the following aspects need to be explained:
Cost-benefit analysis (CBA) of the identified mitigation measures.
Explain how the Multicriteria Analysis (MCA) was applied for the prioritisation of the mitigation opportunities which were finally included in the greenhouse emission reduction scenarios.

15. LCDS Template – Section II - Technical
Barrier Analysis
5.1. General barriers
5.2. Specific barriers identified for the prioritised mitigation actions
5.3. Prioritisation of barriers to be removed to enable the implementation of the LCDS and its corresponding mitigation actions.
The Action Plan to remove the identified barriers.
In this section needs to explain what are the measures that will enable to the country to implement its prioritised mitigation options.

16. LCDS Template – Section II - Technical
Monitoring and Evaluation
Explain what will be the key indicators to be monitored. These indicators refers to:
Greenhouse emission
Contribution to Sustainable Development (co-benefits)
Institutional framework and roles definition on how the monitoring and evaluation process will be conducted.
