Research and Development in Public Finance and Government Accounting System to ensure proper utilization and control over Public Finance. Provide Technical inputs to the Central, State & Local Government in the areas of Policy assessment, planning and execution in public finance. Collaboration with Comptroller & Auditor General of India (CAG), Controller General of Accounts (CGA) and various Ministries for developing a mechanism of improving the Government Accounting System. Enhancing the accountability and transparency in public service delivery mechanism. To explore the possibility of entering into Memorandum of Understanding (MoUs) with different government departments for capacity building of these departments to carry out accounting reforms. To undertake and organize training programmes, Seminars, Workshops and Summits and harnessing technology to deliver better services through Webcasts to enhance understanding of issues concerning Public Finance & Government Accounting. Enhancing the role of members of the Institute of Chartered Accountants of India in Public Finance and Government Accounting. The Committee on Public Finance & Government Accounting has prepared following publications in the year : “The Dynamics of Local Governance in India” which was launched during the Annual Function of the Institute held on 11th February 2015. “Government Accounting Reforms: An Overview” which was during the Annual Function of the Institute held on 11th February 2015. Hand out on “Quick Insight on Accrual Accounting” was launched during the Annual Function of the Institute held on 11th February 2015. “Commonly Used Terms in Public Finance & Government Accounting” was launched both in English and Hindi during the CA Day on 1st July 2015. National Record Certificate received from Limca Book of Records National Conference on the theme “Rising to the Challenges-Redefining our Role” was organised by Committee on Public Finance & Government Accounting (CPF&GA) and Committee on Banking, Insurance and Pension (COBIP) of ICAI on 30th& 31st December 2014 and hosted by Jaipur Branch of CIRC of ICAI has been featured in esteemed book of records as a National Record in the Limca Book of Record. This event registered the participation of 4307 Chartered Accountants and made it the largest gathering of professionals at Jaipur. On the same days, another programme, Student’s Counselling Programme Career in Accounting and Finance for Youth (CAFY) was also organised wherein 22,128 students of class X- XII from different schools across Rajasthan attended this programme at Jaipur. WEBCAST ORGANISED BY COMMITTEE ON PUBLIC FINANCE & GOVERNMENT ACCOUNTING Committee on Public Finance and Government Accounting organised a webcast on the theme of “Public Finance system in India- Recent Initiatives, Challenges and Away Forward”. The said Webcast was presented by the learned faculty Shri Tapas K. Sen, Professor, National Institute of Public Finance and Policy on 15 may 2015. The objectives of organising this Webcast was to harness technology to enhance understanding on the issues of Public Finance and Government Accounting and reaching members at large and other stakeholders.

The Year That Was…. RESEARCH INITIATIVES OF COMMITTEE The Committee is also involved in various studies/research proposals in the field of Public Finance and Government Accounting, the Committee has invited Research Proposals for the council year on the following topics: 1. Study of “Government Accounting System in Developed and Developing Countries- A Comparative Analysis” 2. Study of “Public Finance Structure: National & International Perspective” 3. Study of “Government Schemes, their Financial Implications and Impact to the targeted Population” In this direction, The Committee on Public Finance & Government Accounting has constituted two separate sub groups and conducted the meeting of both the sub-groups on 24th December 2015 at ICAI Bhawan, New Delhi and sub group members deliberated the report / synopsis and suggestions so provided were sent to the researchers for finalization of the reports. E-newsletter: Committee regularly comes out with a quarterly e-communique of the Committee named “Prudent” which highlights the major initiatives of the committee and gives an insight on the recent regulations and changes in the field of Public Finance and Government Accounting.
