National CAP Briefing Maj Gen Joseph Vazquez CAP National Commander Mr. John Salvador CAP Interim Chief Operating Officer I’m pleased to present on behalf of our national commander and chief executive officer, Maj Gen Joe Vazquez and interim Chief Operating Officer Mr. John Salvador, highlights of CAP members’ major initiatives and accomplishments over the past year, as well as our plans for the future.

Youth Programs CAP’s youth programs are dynamic, relevant and nationally award-winning. 2

STEM STEM initiatives reach about 25,000 cadets and 150,000 K-12 students nationwide. What can be more dynamic than our STEM initiatives, reaching about 25,000 cadets and 150,000 K-12 students nationwide? Our STEM kits are used to inspire these youth to explore careers in science, technology, engineering and mathematics. Seven STEM kits are now available in our library, with two more on the way soon. 3

Career Exploration 45+ National Cadet Special Activities inspire cadets to pursue many other careers. Through 45-plus National Cadet Special Activities, cadets are exposed to a wide range of many other career fields, including flying, aircraft maintenance and manufacturing, cyberspace operations, robotics and emergency services. Many of the nation’s astronauts, pilots, engineers and scientists first explored their careers in CAP. 4

CyberPatriot CAP teams have taken home top awards in this national competition every year since its inception. Cadets are learning how to make a difference in cyber security, a field important to governments, the military, private enterprise, and ordinary Americans. Cyber Patriot is an opportunity for young people to explore STEM related careers though fun, hands-on activities. Cadets develop marketable skills and learn how to put their enthusiasm for computer science toward the public good. Every squadron can get involved You don’t need to be a high-tech person. Nearly every day the news reports of hackers and foreign adversaries attempting to harm the networks powering modern life. Through Cyber Patriot, CAP is helping America respond to an urgent national need. 5

ACE Aerospace Connections in Education touches the lives of almost 20,000 K-6 kids in 34 states annually. CAP has expanded its youth leadership curriculum to include K-6 students. The Aerospace Connections in Education, or ACE, program is driven by grade-specific studies that enrich classroom aerospace, character education and physical fitness for almost 20,000 children in 34 states. By the look on these kids’ faces, it’s apparent the program is working! 6

Congressional Gold Medal
The Congressional Gold Medal is a top story in CAP’s 75-year history. Recognition of our founding members’ World War II service with the Congressional Gold Medal was a milestone event for Civil Air Patrol. This honor has attracted significant media attention across America, with upwards of 1,000 print, broadcast and social media stories to date. I salute each of you for your contributions to this important public service initiative, which has told millions who we are and what we do. This is a game-changer! CAP’s recognition for our history of selfless service is now history but we are not done yet…we are making history each and every day. 7

Missions and Technology
Last FY, CAP performed over 860 search and rescue missions and saved 69 lives. So far this FY CAP has supported 473 search and rescue missions and saved 46 lives. CAP was credited by the Air Force Rescue Coordination Center with saving 69 lives. Many of these saves were the result of CAP’s cell phone forensics and national radar analysis teams. What we do in service to the citizens of our communities across the nation is truly invaluable. The FY statistics are current as of 19 April 2016. 8

Air Defense Exercises CAP helps train fighter units all over the country to defend our nation. Our aircrews help prepare fighter units for homeland security missions at home and abroad. CAP is an essential partner in this critical training. 9

Aerial Photo Reconnaissance
Imagery collection is one of CAP’s top ES missions CAP is also in high demand by FEMA nationwide for its well-proven geo-tagging photo technology. CAP provided more than 158,000 images in response to Hurricane Sandy with members from 20 wings and 3 regions responding. The map depicts imagery loaded to the FEMA Geoportal this FY. Green dots represent imagery taken using handheld cameras out the back camera window as oblique imagery. Purple dots represent imagery from the Garmin Virbs as nadir imagery. Orange dots show ground imagery collected. As you can see there have been lots of flooding missions along the rivers and such so far this FY. We shoot lots of pictures using off the commercial off the shelf professional grade cameras, and provide imagery like the center photo of flooding along the Sabine river along the Texas and Louisiana border in March of this year. We’re also taking lots of imagery with the 375 Garmin Virbs that we have fielded across the country; we are working on approval of permanent mounts like the one shown to move beyond the temporary mounts initially fielded and are simply awaiting FAA approval. 10

Goal is to have about 20 aircraft equipped with these types of mid-range sensor balls by 2020 (if funds are made available), and up to 10 higher end like the SUAS aircraft 11

Counterdrug CAP’s missions also include a major role in counterdrug activity. Members also play a major role in helping curtail drug activity throughout the United States. Last year, CAP helped law enforcement agencies seize $1.2 billion in illegal drugs and currency, leading to 753 arrests. CAP provides a variety of support. Most is in the form of support to CBP along the southern border where we identify illegal immigrants crossing the border, often times with drugs (as depicted in the image on the left) or spotting cannabis being grown illegally (like this plot of marijuana located in farmer’s field). 12

Safety “The pursuit of safety isn’t just a priority. It is the central guiding value of everything we do.” - CAP National Commander The diversity of Civil Air Patrol’s missions, locations, and membership demands that CAP adopt a new all-encompassing approach to safety. Patterned after the FAA’s and The U.S. Air Force’s “Safety Management System”, CAP’s new safety program focuses on risk management in all our activities. Processes and tools are being put in place to help every member avoid hazards, while keeping their fellow members safe to perform their missions for America - CAP National Commander and CAP-USAF/CC signed joint letter in March emphasizing risk management in all planning and activities - Safety working with Cadet Programs to develop new risk management and safety processes for all cadet activities - Safety working with Operations to review all processes and missions for hazards and risks - Safety officers need to be involved in all planning at all levels of CAP 13

Community Service CAP’s annual community volunteer service is valued at $165 million. At the heart of CAP’s volunteer service is local impact. The value of CAP’s service to the nation’s communities is $165 million. One major initiative is Wreaths Across America, in which CAP honors the nation’s fallen at hundreds of veterans cemeteries and memorials at home and abroad. 15

Professional Development
Professional development is being revamped to enhance members’ leadership skills. Leadership Development Project progressing. First goal is for revamped UCC to be on the street at the end of this year: with an online version too! Over the past several years the Professional Development program has emphasized program management skills. Now the emphasis turns to leadership. This multi-year project will examine professional development at all levels of CAP and for all members … from our newest members to our national leaders.

Cadet Program Initiatives
Thanks, USAF! CEAP The Cadet Encampment Assistance Program helps disadvantaged youth with tuition and uniform costs. TLC Participation in the Training Leaders of Cadets program is easier than ever. CEAP (“seep”) Encampment is where cadets solidify their commitment to the Core Values, explore careers in STEM and military service, develop leadership skills, get excited about fitness, and more. If you’ve been around cadets, you know that encampment provides a huge boost to their CAP involvement. Encampment graduates earn promotions two and one-half times faster than cadets who stay home. Thanks to special USAF funding, encampment is available like never before. Disadvantaged cadets – kids from single parent households, or families who can’t easily afford encampment – can apply for tuition and/or uniform assistance via eServices. The families’ privacy is respected throughout the process. If you know cadets who should attend encampment but can’t afford to cover the tuition and/or uniform expenses, please point them to CEAP. TLC It’s the #1 venue for adults to develop mentoring skills and to learn the nuts-and-bolts rules affecting squadron-level Cadet Programs. Now, it’s easier than ever to participate in the Training Leaders of Cadets program. The new TLC Basic Course is a 1-day session for adults who want to assist with the local Cadet Program. The “old” program required two days’ effort, so a shorter course should make the program more accessible to working adults. A TLC Intermediate Course, due this fall, will prepare TLC Basic graduates to take a leadership role in the squadron. Survey after survey, cadets tell us that the #1 factor affecting their experience is the quality of adult leaders. If you’re an adult who supports cadets, please participate in TLC, your #1 venue for learning how to make a difference in cadets’ lives. 18

Cadet Program Initiatives
CAP is adjusting its fitness program to catch up with state-of-the-art standards. While the “old” or “current” fitness program is really just a test, the new Active Cadet Fitness Program will be a comprehensive mix of activities, academics, awards, and more. The curriculum will provide local leaders with lots of activities they can do on “Tuesday night” with limited space and limited resources. Academic resources will equip cadets with useful information about fitness, nutrition, and health. An awards program will give every cadet a reason to strive for a personal best. The fitness test itself changes slightly, but the big difference in the new program is that it makes allowances for a “couch to cadet” transition. New cadets will participate in fitness activities, receive instruction, and complete the fitness test once to establish a baseline during Phase I. Then, after earning the Wright Brothers’ Award, they’ll be ready to accept responsibility for their fitness performance, and so their promotions will depend upon their meeting or exceeding test standards. In short, the new program will bring some fresh ideas and enthusiasm to cadet fitness. FITNESS - Late ‘16 The Active Cadet Fitness Program is not just a test, but a comprehensive program of activities, academics, awards, and more. 19

CAP Foundation What better way to recognize a CAP member
who has made a real difference in your unit than to purchase a brick for the Heritage Park. Bricks with 3 lines of text and 6 lines are available on the CAP Foundation website: All proceeds go to the Cadet Programs Permanent Endowment held by the Foundation. The Foundation is now postured to support CAP’s programs and members both in the near term as well as the future. It is actively pursuing new ways to expands its programs and support of CAP and its missions. In addition to working hard to encourage members to support CAP through wills and bequests, the Foundation was able to provide eight cadets with a scholarship to be used to obtain their private pilot license. Both the Foundation and the Development office are dedicated to seeking out additional funding sources to reduce the pressure on member financed activities.

Resources for CAP Units The Development office and the Foundation are resources available for assistance. Combined Federal Campaign application support and grant writing assistance. Employer matching gift programs. Scholarship opportunities through the CAP Foundation. Estate Planning and gifts in memorial. CAP personnel are available to provide direct assistance to units requesting guidance on fund raising opportunities.

The “Resources” link features an Anniversary Planning Guide and a long list of promotional items, including proclamations, videos, PSAs, news releases, banners and posters, that everyone is encouraged to use in celebration of our Diamond Anniversary.

Recruiting and Retention
Member recruitment is a top national initiative. In keeping with the need to tell our stories is a need to do that one-on-one with potential members, which is our best recruiting tool. As we all know, our membership numbers have been on a downward trend in recent years and General Vazquez has asked everyone to make recruitment a top priority. In addition, our NCO program, in which members in the military can join CAP at the same rank, is an excellent recruiting option that should not be overlooked. 23

Sharing Our Stories Branding and other media initiatives enhance CAP’s public awareness. All of us recognize the impact of Civil Air Patrol’s service, and the achievements highlighted in this report are stories every American should know. Sharing them is a top priority for the national staff, and should be just as important to every member as well. An initial step in ensuring CAP is consistently represented nationwide is provided in the CAP branding master plan and branding resource guide on National Headquarters’ PA homepage. We are requesting that all members use the basic tools recommended in these documents to ensure CAP’s brand is always readily recognizable. Also, “Social Media Guidelines” posted on the PA page provide step-by-step instructions on how to set up and use Facebook, Twitter, Instagram and LinkedIn – all important platforms for helping to better establish CAP’s brand identity nationwide. 24
