VASAB Work Priorities - Projects and Action
(Wismar Declaration on transnational spatial planning and development policies for the Baltic Sea Region to 2010) 4. The outcome of "VASAB 2010 Plus" is acknowledged as a common platform. It will guide the cooperation on spatial planning and development for the coming years. Based on that, common actions and projects were discussed. The great interest of the European Commission in implementation is welcomed. The offer of the European Investment Bank is also greatly appreciated to consider financing of investments related to the implementation of priorities set out in VASAB 2010 Plus. The Ministers invite all actors to initiate transnational spatial planning and development projects and actions according to these priorities, thus preparing future investments. This will also contribute to the implementation of Europe- and Baltic-Sea-wide initiatives and programmes for spatial development. 5. Based on the priority themes, emphasis will be placed on projects in need of transnational cooperation: Fostering cross-sectoral cooperation and pilot actions for all strategic development zones and axes which significantly support integration in the Baltic Sea Region, for example cooperation in the South Baltic Arc, incorporating also the Kaliningrad region, cooperation in the South-western, South-eastern and Central BSR Evaluating and complementing activities on pan-Baltic intermodal transport systems and pan-European Transport Networks fromspatial planning and development point of view, taking into account balanced regional structures and environmental impacts, for example railway connections between the Baltic States and Central Europe Enhancing integrated development of coastal zones and islands, extending spatial planning also to off-shore side Promoting transnational thematic cultural routes, for example Route of Brick Gothic, as well as green networks and corridors, ensuring cross-border continuation and better binding together of national green networks.

Definitions Spatial planning refers to the methods used by the public sector to influence the distribution of people and activities in spaces of various scales. Spatial planning includes all levels of land use planning including urban planning, regional planning, national spatial plans, and in the European Union international levels. There are numerous definitions of spatial planning. One of the earliest definitions comes from the European Regional/Spatial Planning Charter (often called the 'Torremolinos Charter'), adopted in 1983 by the European Conference of Ministers responsible for Regional Planning (CEMAT): "Regional/spatial planning gives geographical expression to the economic, social, cultural and ecological policies of society. It is at the same time a scientific discipline, an administrative technique and a policy developed as an interdisciplinary and comprehensive approach directed towards a balanced regional development and the physical organisation of space according to an overall strategy."

Definitions Albrechts (2001, pp1) sees spatial planning as: “not a single concept, procedure or tool. It is a set of concepts, procedures and tools that must be tailored to whatever situation is at hand if desirable outcomes are to be achieved. Strategic plan making is as much about the process, institutional design and mobilization as about development of substantial theories. This broad area is reflected in the place and the role of planners in strategic spatial planning.”

Definition It is evident that spatial planning moves focus from a land-use planning approach based on regulation and control of land, to a wider more far ranging approach that aims to ensure the best use of land by assessing competing demands. To this end social, economic and environmental factors are taken into account in producing a decision that is more conducive to sustainable development. The factors can include health, education, employment, crime prevention, leisure, biodiversity, recycling, energy etc.
