Objectives of this Session
Provide a brief historical review of Oregon TSD-DE Program. Share information about administrating the ODOT-TSD through The Research Institute at Western Oregon University. Review focus areas of the Traffic Safety Education Program.

Background of Driver Education in Oregon
Oregon Foundational Legislation 1999 – HB 2440 B led to ORS - Oregon GDL Law included driver education as the path to graduated licensing system. - Transferred oversight of driver education to the Department of Transportation from Department of Education in 2000.

2001 HB 3410 led to ORS & .800 Commercial Driver Training Schools may instruct students enrolled in an ODOT-Approved traffic safety education course. 2005 HB 2112 A* led to ORS Subsidy Reimbursement increased from $150 per eligible student to $210 to DE providers. 2009 SB 125 led to ORS & .790 Also added DHS “Parent Cost” provision for Foster Care. (ODOT pays all fees for foster teens.)

2011 HB 2210 led to ORS - Added “county” to the list of providers who could quality for reimbursement for providing an approved program. 2013 HB 2264 led to ORS 3 Tiered “Trust Me” Bill - Additional subsidy amount for pupils that qualify rules for no/low income. - Sanctions granted to implement progressive discipline to replace the “on/off” sanction authority given during transfer of oversight in 1999.

2013 HB 2264 led to ORS 3 Tiered “Trust Me” Bill - “Adaptive Strategies” packages to incentivize driver education to underserved areas in the State.

Western Oregon University Contract Timeline
2000 WOU awarded the contract Goal – to work jointly with ODOT to develop infrastructure to train new DE instructors. contract amended to include a ToT program in order to fund the Trainers training. a fully integrated ToT system was started.

2010 –NITSA assessment was completed leading to another amendment 2012 – DE Instructor Certification 2014 – DE Instructor Certification database was finalized and implemented

WOU/TRI Partnership to Improve DE Efforts
Coordinate DE course curriculum. Coordinate both the instructor training curriculum and the ToTS curriculum. Certify instructors that are ODOT-approved for DE providers. Administrative and business support.

Phase One -Foundations of Traffic Safety Education (FTSE) – 40hr. Phase Two - Fundamentals of Classroom (FOC) – 40hr. Phase Three - Behind the Wheel (BTW) – 40hr.

Recertification application CE tracking - 15 hrs. Renew First Aid/CPR cards Proof of 30 hrs. of Instruction from Employer WOU ToTs evaluation for Recertification

Oregon Driver Education
Leader in the Field Parent Guide developed 2010Oregon requested to be included in NHTSA as the first state to officially participate in national DE program assessment. 2011 Compliance reviews so high visits were reduced to every 2-3 years. recommendations by NHTSA led to creation of Playbook to guarantee standards of performance for instructors.

Playbook® 2013 and 2016 revised Curriculum to guarantee a minimum standard of performance from the instructors in addition to the high standards of DE content. 2013 – interactive instructor interface (DVD). 4-6 states have implemented various stages of the curriculum and only 2 have adopted Playbook. 2016 Revised R2D2 Playbook in release right now!

AAA Foundation Study 95,000 teens who either did or did not take driver education were examined to determine whether they had been involved in a collision or had been convicted of a traffic violation. Results were positive- teens (16-17 years old) who took driver education were involved in fewer collisions and significantly fewer traffic convictions.

Challenges in Program Delivery
DE for Teens in Oregon is not mandated. Reaching all areas in Oregon is challenging. DE Instructor Training is 9 weeks of commitment for interested instructors.

Learning all the time…….
Candidate Instructors (new DE teachers) are not all tech savvy or want to be. Commitment is sometimes hard to secure. On-going evaluation of DE Instructors.
