Assessment of vulnerability to natural disasters and other catastrophes, will be performed through following scientific and expert analysis:
Characteristics of the territories and critical infrastructure,
Vulnerability of the territory, and
Possible consequences, needs and possibilities for protection and rescue of people, material goods and the environment from natural disasters and other catastrophes.

Results are displayed in a geographic information system (GIS) and processed through decision support systems.
The execution of the final assessment of the vulnerability of the territory, will provide the basis for education and training of the subjects of the protection and rescue system. It will allow them to develop protection and rescue plans but it will also help in preparation of the emergency situations headquarters to manage the operations in emergency situations. 3

In addition to the above, we will:
study and research national legal frameworks and practices in achieving the objectives of protection and rescue system, and
Implement modern European experience and standards in the management of natural disasters 4

The focus of the research will be put in new paradigms and concepts of natural disaster management.
Simultaneously, we wil consider the possibility of their implementation in the national system of protection and rescue, respectively in the framework of security management in emergency situations 5

Development and implementation of the new program (curriculum) of the master academic studies, that will be intended for the management of emergency situations caused by natural and other disasters
Development of the Center for training of the subjects of the system of protection and rescue from natural and other disasters, through courses and other forms of trainings. 6
