(2) the existing system of outer space law and rules should be constantly improved and kept up with the times.
(3) the “soft law” concerning outer space should be developed steadily, and play an effective role in realizing the rule of law in outer space.

To achieve the objective of space sustainable development, international society should not only take measures to prevent the weaponization of and arms race in outer space, strengthen the transparency and confidence-building in outer space activities, but also make efforts to promote space debris mitigation and active removal. Meanwhile, strengthening the legislation on space security, free exploration and use of outer space, are essential for realizing the sustainable development of outer space.
