The Official Scorer Cannot satisfy Everyone – Sometimes not themselves Official Scoring is the basis of all records in Baseball and Softball Was originated by Pop Henry Chadwick before the Civil War Scoring is a means of compiling record of what happens during the progress of a game. It is an engaging pastime that makes a spectator involvement with a ball game much more enjoyable The SCORER is the official designee of the League PRESIDENT and his/her decisions in entering the game record in the book must be recognized as essential to the LEAGUE Accuracy is important, but you may make mistakes. If you find that you scored a play incorrectly in violation of the rules, correct your mistake before finalizing your totals. GETTING IT RIGHT should be the creed of every scorekeeper. MANDATORY PLAY REGULATION [Regulation IV(i)] All Players MUST Bat Once and Play SIX DEFENSIVE OUTS In Each & Every Game. Official Scorekeeper Is Responsible For Informing The Manager AND League President Of Violations Of This Regulation Defensive Outs Do Not Have To Be Played Consecutively, Except For Substitutes (Unless batting the entire roster per Rule 4.04, then substitutes do not have to play consecutive outs either) Violation Of This Regulation Means That The Player Affected MUST: Start The Next Game; AND Play The Required Amount Of Time For That Game; AND Play Any Time Missed In The Previous Game Affected Player MUST NOT Be Removed Until Provisions Are Complete

2. PITCHING REGULATIONS – Regulation VI Baseball: year olds – 105 pitches per day 13-16 year olds – 95 pitches per day 11-12 year olds – 85 pitches per day 9-10 year olds – 75 pitches per day 7-8 year olds – 50 pitches per day OPTION 1 16 and younger – if a player pitches 61 or more pitches, 3 days rest is mandatory - if a player pitches pitches, 2 days rest is mandatory - if a player pitches 21 – 40 pitches, 1 days rest is mandatory - if a player pitches less than 20 pitches, no rest is required Pitcher cannot pitch in consecutive games unless they pitched 40 or less pitches in previous game and rest restrictions have been satisfied 12 Year Olds cannot pitch in Minor Leagues

OPTION 2 16 and younger – if a player pitches 61 or more pitches, 4 days rest is mandatory - if a player pitches pitches, 3 days rest is mandatory - if a player pitches 21 – 40 pitches, 2 days rest is mandatory - if a player pitches less than 20 pitches, no rest is required A Pitcher MAY pitch in consecutive games

2. PITCHING REGULATIONS – Regulation VI (Con’t) SOFTBALL Major Division – Pitcher can pitch in 9 innings a game Pitcher can pitch in 18 innings a week Pitcher pitches in more than ONE inning, 1 calendar days rest is mandatory Minor Division – Pitcher can pitch in 6 innings a game Pitcher can pitch in 6 inning a week Pitcher pitches in ore than 1 inning, 1 calendar days rest is required Junior/Senior Divisions – If a player pitches in less than 5 innings No rest is required If a player pitches 5 or more innings, 1 days rest is required Player may pitch in 10 inning a day Player may pitch in 30 innings a week All divisions – If a pitcher moves to another position but stays in the Game, she can return to the mound

3 RE-ENTRY BY A STARTING PLAYER – (Rule 3.03 and 4.04) Rule – When batting only 9 players – A player IN THE STARTING LINEUP who has been removed for a sub, may reenter once in any position in the batting order provided: His/Her sub has completed one time at bat, AND Has played defensively for 6 consecutive outs. Pitcher once removed from the mound may not return as a pitcher Only players n the starting lineup may reenter A starter (S1) reentering for another starter (S2), must fulfill all substitute requirements before starter (S2) can reenter Rule 4.04 – When batting the entire Roster – MANDATORY FOR T-BALL and MINORS A Continuous batting order shall be established before the game starts and followed throughout the game Late arrivals added at end of batting order Injuries skipped in batting order without penalty

4. Unannounced Substitutions (Rule 3.08) Players Not Reporting To Umpire Will Be Considered In The Game When: As A Batter, He/She Takes The Place Of The Batter Being Replaced In The Batters Box As A Baserunner, He/She Takes The Place Of The Baserunner Being Replaced On The Base As A Pitcher, He Steps On The Pitcher’s Plate And Makes One Warmup Pitch To The Catcher (Or Other Fielder) As A Fielder, He Takes The Place OF The Fielder Being Replaced, And Play Commences All Actions Of The Unannounced Substitution Shall Be Considered Legal Scorekeeper Must Enter The Unannounced Substitution Into The Lineup As If The Announcement Was Made (Provided The Player Is Eligible). If player is ineligible to play at that point, scorekeeper MUST tell Umpire to stop the game and get it straightened out

RULE 4.09 How A Team Scores One Run is scored each time a runner legally touches first, second, third and Home base before three players are put out to end the half inning (A run is not scored if a runner advances to home during a play in which the third out is made during a force out)

RULE 4.10 REGULATION GAME A Regulation game consists of 6 Innings (Junior/Senior – 7 Innings) unless extended because of a tie or shortened because home team does not need their half of last inning If tied, game continues until after a completed inning, a winner can be determined If Game is CALLED, it is a regulation game if 4 Innings (5 in Junior/Senior) and a winner can be determined. If called before it is a regulation game and after one inning is complete, It shall be resumed exactly where it was called. If one inning was not Complete, it shall be started over from the start. If after 4 innings (5 in Jr/Sr) a team has a 10 run lead, game is over. T-Ball, local League may determine length of games but not exceed 6 innings

RULE 4.11 SUSPENDED GAME and 4.12 TIE GAMES Any Game in which a winner cannot be determined by Rule 4.10 shall be A suspended game. Suspended games shall also be Tie Games halted due to weather, Darkness and curfew or light failure. Suspended games shall be resumed from the exact point they were Suspended (batting order shall be exactly where the game was suspended) If legal, substitutions may be made. Pitcher of record may continue IF they have remaining eligibility for that week and proper rest.

RULE PROTESTING GAMES Protests shall be considered only when based on a violation or Interpretation of a rule. CANNOT PROTEST A “JUDGEMENT CALL” Manager (or acting manager) has right to protest a game HOW TO PROTEST: Manager must immediately (before any succeeding play) notify Plate Umpire game is being played under protest Plate Umpire consults with other umpires. If they agree ruling was wrong, correct the call. If agree call was correct, notify protesting manager. If manager still wants to protest, Plate Umpire notifies everyone present game is being played under protest. Manager must write up protest and submit it to League President within 24 hours (Umpire also submits written report). Board Protest Committee hears protest and makes ruling based on RULES If upheld, game resumes from exact point protest was filed with Umpire.

COMMON SCOREKEEPING PROBLEMS (CON’T) 3. INELIGIBLE PLAYER (Rule 4.19) Scorekeepers, and Anyone Else, Are Obligated To Inform The Umpire Of A Player Who Is About To Enter The Game And Is Ineligible This Can Occur In The Following Situations When A Pitcher Attempts To Pitch Too Many Innings When A Pitcher Attempts To Pitch Without The Proper Rest Period When A Starter Attempts To Re-enter Before Legally Allowed When A Starter Who Must Start As A Result Of The Minimum Play Rule Is Removed Before Legally Allowed If Not Discovered Before Play Resumes, The Scorekeeper May NOT Say Anything. This Is Now A Protest Situation

COMMON SCOREKEEPING PROBLEMS (CON’T) 4. BATTING OUT OF TURN (Rule 6.07) Scorekeeper Cannot Say Anything To Anyone To The Fact That This Is Happening Only A Player Currently In The Lineup Can Be Batting Out Of Turn When Discovered While Improper Batter Is Batting, Replace With Proper Batter And Continue With The Same Count When Discovered After A Single Pitch To Following Batter, Action Becomes Legalized When Properly Discovered, The Batter Called Out Is The One Who Should Have Batted, Not The One Who Actually Batted. The Next Batter Is The One Who Follows The Batter Who Was Called Out For Failing To Bat. Minimum Play And Re-entry Can Be Affected. Go over this rule Batter 1 is up but batter 2 steps in Scorekeeper cannot notify anyone of this If it is discovered by offensive team while at bat then put in batter 1 and he assumes the count If protested then batter is out. Batter 1 is out If discovered after a single pitch to next batter the up at bat is legal

RULE BASERUNNER LEAVING EARLY BASEBALL – When pitcher in contact with Pitchers plate with ball and catcher is in catchers box ready to receive the pitch, runners cannot leave their base until pitch is made and ball reaches batter. (T-Ball runners must stay on base until ball is hit) Penalty – Umpire drops flag and after all play has ceased, runners go back as far as they can legally go back (Umpires job) (Two pages of examples in rule book for umpires to use) SOFTBALL – When pitcher is in 8 foot circle with possession of the ball, base runners shall not leave their base until ball is hit or reaches the batter. Penalty – Runner is OUT and ball is dead (two pages of examples in rule book RULE 7.08)

SOME DEFINITIONS (See “What’s the Score” Pamphlet): Accuracy – Knowing the score is more important than a hit or error Practice by keeping score of Mariners Games you watch Base on Balls/Walk – Batter got 4 called balls before he got hit or struck out Base Hit – Value of a base hit is strictly up to the judgment of the scorekeeper (Single, double, triple, homerun) Force Out – A runner is put out due to the fielder choosing to put him out instead of the batter. This is scored as a Force Out on the runner and a Fielders Choice on the batter (no hit scored) Error – Fielder attempted to field an easily played batted or thrown ball and muffs it (Judgment depending on level of play being scored) Hit by Pitch – Batter is hit by a pitched ball that is not called a strike Sacrifice – An act by a batter to willing give himself up to advance a runner on base. If an outfield out is made, a run must score to be a sacrifice.

SOME DEFINITIONS (Con’t) RBI – A batter gets credit for an RBI whenever his action causes a runner to score due to his action Assists – The act of a fielder in helping another fielder make an out Stolen Base – The act of a runner advancing on his own and the defensive team could not get him out Wild Pitch/Passed Balls - A Pitch that gets past the catcher either due to a very bad pitch that the catcher had no chance on (Wild Pitch) or the catcher did not field an easy pitch (Passed Ball)
