Canadian Construction Materials Center (CCMC) CCMC Evaluation Process Serving Building Officials across Canada Ontario Building Officials Association Helene Roche, P,.Eng. - Evaluation Officer Bruno Di Lenardo, P. Eng. – Evaluation Officer NRC Construction October 5th, 2016
2
Outline CCMC – National Evaluation Center background
Product Evaluation Service (CCMC) Evaluation Documents Explained Case Study - Intumescent Coating for SPUF Case Study - Self-Tapping Wood Screws Questions
3
IRAP Research facilities About NRC More than 3,500 employees and over 500 volunteers and independent visitors Wide variety of disciplines and broad array of services and support to regulators and industry
4
Canadian Construction Materials Centre
Created in 1988 at NRC under an agreement (MOU) with the 10 provinces and 2 territories: P/T chose NRC to provide a central, independent agency rather than relying several individual P/T services Gained early recognition because of the national and international stature of NRC Direct access to leading researchers and world class scientists Direct liaison with the Canadian Codes Centre
5
CCMC Mandate To provide an evaluation service (equivalency to NBC) for construction innovations to assist AHJ in making code approvals: CCMC Evaluation Reports for innovation (no standard) CCMC Evaluation Listings for compliance to standards
6
CCMC Mandate CCMC is mentioned in the NBC 2015
CCMC stands behind all of the Evaluation Documents it prepares CCMC’s Evaluation Report’s are valid in all Canadian jurisdictions CCMC is here to help Building Officials make decision/approval.
7
Commission directs CCMC evaluation process
Canadian Commission on Construction Materials Evaluation (CCCME) provides policy advice to CCMC Balanced membership Provides direction on operation of CCMC Approves policies and procedures Forum for disputes arising from CCMC operations Supported administratively, financially and technically by CCMC CCMC/NRC carries final responsibility
8
Role of CCMC – Assist Innovation get to Market
Regulatory Framework Evaluation Program (CCMC/NRC) Marketplace Innovative Products
9
Prior to 1988 – only Certification (limited) of certain Building Products
Provinces Standards Council Building Regulations (Law) Canada Building Accreditation Officials Certification Certification Bodies Application with Building Test Building Results Plan & Permit Evaluations & Fees Testing Labs Certification Test Specifications with Specimen Users Manufacturers/ (Building Owners) Major Suppliers Certifications

11
Code compliance of Innovation
Prior to 2005 NBC, evaluation and acceptance of innovations was based on ‘equivalency’ to code-compliant products After 2005 NBC – Objective-Based Code – Innovations are considered ‘Alternative Solution’ and must meet Code Objectives and Functional statements Similar to equivalency but more explicit
12
CCMC Evaluation Process
Follow Code-Specified Alternative Solution Process Code Analysis of Functional Statements and Objectives Development of Technical Requirements Performance Indicators Test Protocol Development of Acceptance Criteria Knowledge base and/or benchmark testing
13
CCMC Product Breakdown
