5 Basics on Programs MO Works & Zone Works
10 new jobs, 90% of county avg. wage (MO works); 2 new jobs min., 80% of county avg. wage (Zone Works) Retain state w/h taxes Must offer group health insurance Chapter 100 Only program that can provide abatement for real & personal property Chapter 99 Up to 10 year abatement exclusive of improvements. Project must be substantially completed as well as having obtained the occupancy permit before being implemented Must be “blighted area” Chapter 353 Tax abatement available for 25 years. Typically first 10 years, real property receives 100% abatement May receive remaining 15 years at 50% abatement Must be “blighted area”

8 SBA 504 Loan Program Overview
Advantages to program Low 10 or 20 Year Fixed Rates Lower Down Payment (Typically 10%) Longer Terms on Equipment Preserves More Liquidity in Business Collateral Typically Limited to Project Property Eligible costs Land & building acquisition Construction or renovation Purchase of heavy machinery or equipment Reasonable contingencies Furniture & fixtures (typically 30% of project amount) Generally “soft costs”(i.e., professional fees & construction interest)

9 Specialty Loan Programs
BOOST Loan Program Purchase of fixed-asset such as buildings or large equipment Faster turnaround than the SBA 504 Revolving Loan Programs (Metropolitan Loan Program & EDA Loan Program) Can be used for most business purposes Typically must create at least one job per $35,000 borrowed Can be a good gap filler for larger projects Most programs do require a bank decline letter or bank participation IDA Bonds Projects in excess of $2 million For manufacturing or 501(c)(3)
