Runway 12-30 Rehabilitation: Award of construction contract and acceptance of 3 grants

Background Project went out to bid April 26, 2009.
Bids were opened on June 3, 2009. Six bids were received. Lowest responsive bid was received from J.A.R. Concrete of El Paso, Texas in the amount of $9,045,916.

Scope of Work Removal and replacement of all pavement and subgrade.
New runway electrical system, including lights and signs. Runway markings and lighting. Pavement will be concrete instead of asphalt, which has greater durability and lower maintenance costs.

Runway Project Status Pre-construction meeting June 24, 2009.
Expected start date July 13, 2009 Project is expected to take 270 calendar days to complete.

Funding Sources ARRA $8,097,163 (no local match) AIP $2,733,661 (95%)
NMDOT $71,938 (2.5%) CLC $71,939 (2.5%) Project Total Amount $10,974,701* *Includes construction, engineering fees and various reimbursable items such as FAA flight check

Council Options Vote “yes” thus awarding a contract to JAR Concrete for the Runway Rehabilitation in the amount of $9,045, and accepting three grants, two from FAA and one from NMDOT-AD, which will fund this project. Vote “no” on the Resolution and do not award the contract or accept the grants. This would significantly delay the Runway Rehabilitation and may even cause the city to lose the project. Amend or postpone consideration of the Resolution and direct staff to modify its provisions. However, any postponement will cause the City to miss the contract award deadline and lose the project.
