1 Commonwealth IT Review – Process
IT Steering Committee commissioned in August 2015 Kristen Lepore, Martha Walsh, Louis Gutierrez, Bill Oates, Jordan Harris, Charlie Desourdy, Breean Fortier, Mark Nunnelly Retained independent consulting firm to do a top to bottom review of Commonwealth IT structure, cost, and comparison vs best practice IT Steering Committee and consulting firm interviewed over 100 IT and secretariat/agency leaders to gather views and perspectives Reported out to Governor Baker and A&F Secretary Lepore during the process

2 Commonwealth IT Review – Key Findings
Digital: 76% of constituents interact with us online, yet satisfaction is low Desktop: Infrastructure services and end-user support still largely dispersed across secretariats, leading to high cost and varying service quality Security: Immature practices across decentralized organization increase our risk Procurement: Complex processes delay projects and inhibit innovation Projects: In three years, spent $300mm on failed or troubled projects Org & Spend: 2,100 staff across secretariats, not well-aligned with business need; spend $700mm on capital and operating annually Under-invested in core infrastructure, operating, and end-user support Over-invested in bespoke application development

4 Modernizing Technology Service and Delivery
MassIT has embarked on ambitious initiatives to reform IT service and delivery across the Commonwealth with a constituents-first focus. Digital Provide excellent online services that meet constituent needs and expectations and become best in class Desktop Deliver high-quality, secure, cost-efficient end-user experience across state government Security Better protect information entrusted to us, while providing appropriate access Procurement Speed up IT procurement, while opening up to innovation Projects Continue building capabilities at the center to support smart IT decisions, project management, and capital controls Organization Build an organization capable of achieving these objectives

$300MM OF FAILED PROJECTS OVER THE LAST THREE YEARS. Over 40% of our projects start with sponsor NOT believing they have the resources to get done on-time, on-budget, and on-mission. Clarity of project objective, with plans that reflect business process first, then technology enablement Agency ownership and accountability High bar for highly customized, multi-year projects Technology cycles, 80% in 1-2 years vs 100% in 7 years with a lot more risk Support from the center, especially for larger projects with centers of excellence for project management, technology, and processes Capital deployment aligned with highest value/best planned projects
