JobsNOW! Overview Started in 2009 with American Reinvestment & Recovery Act stimulus funds to reduce unemployment and jumpstart the economy. Since that time JobsNOW! has made 19,025 placements and grown to a $25M program. Subsidized employment model gives clients skills and experience to compete successfully in the job market. Open primarily to CalWORKs and CAAP clients; special initiatives serve foster youth, public housing residents and young adults involved in the justice system Program uses a tiered approach: a job for anyone, regardless of work experience, education or job skills

I’ll describe each in more detail, but as you can see the tiers are based on an assessment of the client’s skills and work experience, and as the tiers progress so do the wages paid at each level. The ultimate goal is for all clients to attain unsubsidized employment. Some clients complete a single tier and then move on to an unsubsidized job; others progress from one tier to another until they are able to achieve that outcome.

The Tier Structure Tier One – For the least job-ready participants
Community Jobs Program (CJP1 & CJP): Work experience at non-profit organizations Mentoring, case management, soft and hard skills training Operated by HSA-contracted CBO partners AJ and YCD CJP1 is at most a 30 day placement; the main purpose of these transitional placements is to engage clients Pays $13/hour min wage

The Tier Structure Tier Two - For participants with some skills and work experience Individualized Training Internship Program (ITIP): Provides wage subsidies to non-profit employers for the first 6 months that they employ a client. Public Service Traineeship (PST): Internships with City & County of San Francisco agencies. CJP provides a supportive work environment, while the ITIP model is closer to Wage Subsidy. Clients in CJP work at a host site to learn some basic job readiness skills. They also have classroom training and get case management by the provider & us. Clients in ITIP are hired to do a specific job at a non-profit. PSTs primarily at HSA, Rec and DPW

The Tier Structure Tier Three - For participants with recent work experience and stronger skills Wage Subsidy Reimburses private-sector employers for a client’s wages for the first 5 months of employment On-the-Job Training Provides wage subsidy to employers having difficulty finding qualified candidates who are willing to provide specialized OJT Unsubsidized Employment HSA also works with employers willing to hire clients without wage subsidies Unsub employment is the ultimate goal of all subsidized placements. WSE formula: we pay 100% of the first month’s wages, 75% of the second month, and $1000 for months 3-5. (The most we have ever paid in WS to an employer for a single client is $10,400) Example of OJT: UCSF - Clients receive classroom and OJT to obtain knowledge & skills for specific medical clerical occupations at UCSF, such as emergency room & phlebotomy room receptionists & administrative staff. Employers who hire without a subsidy may be those who pay less than the $15/hour minimum we require to reimburse. (SF min wage is $13 and won’t rise to $15 until July 2018)

The Tier Structure Stategies to Support Higher-Wage Jobs
JobsNOW! Changes Increased qualifying wage to $15/hour for the Wage Subsidy tier (previously tied to the local minimum wage) Created second level within the Wage Subsidy tier with a more generous employer subsidy for employers paying $16.50+/hour Created OJT tier to help get our clients trained for higher-paying, specialized jobs that offer career progression Gleneagles pre-apprenticeship program for PSTs In the last few years, the SF economy has experienced a strong recovery from the Great Recession. The unemployment is currently at about 3.4% (vs. 4.5% nationally). As a result we have made changes to the JN program that are designed to ensure that our public subsidies are securing the most advantageous opportunities for our clients so they can benefit from the rising economic tide. Partnered with Local 261 and the Recreation Park Department on Gleneagles 6 week program (1 week classroom; 5 weeks OJT) focused on developing skills and techniques to improve water conservation, as well as best practices in pest management and other environmentally-sustainable practices associated with golf course maintenance. 1o PSTs/class; 6 classes/year.

Cost Per Participant Some of our clients need multiple JobsNOW! placements to obtain the experience and skills needed for the job market. During FY14-15 & FY15-16 Average per participant Number of placements 1.7 Spending $8,273 Costs are for wage subsidies, PST payroll and paid CJP/VIP participation hours (i.e., contract and admin costs excluded).

Overall, 62% of Jobs Now Clients Had Earnings in the Quarter After Exit Participants with Earnings by Quarter Before, During, and After Jobs Now, 7/1/2011 to 6/30/2015 A total of 3,151 clients with earnings in placement quarter or quarter after 62% with earnings in the 1st quarter after exiting Jobs Now 59% with earnings in the 2nd quarter after exit 32% with earnings in the 2nd quarter before starting Jobs Now 56% of participants had earnings 2½ years after exiting Jobs Now JOBS NOW SUBSIDIZED EMPLOYMENT PERIOD Sources: EDD quarterly earnings data, HSA Jobs Now data. Average Quarterly Earnings More Than Doubled After Jobs Now

Average quarterly earnings of $5,457 = $21,828/year (181% FPL for a single adult and 107% FPL for a single mom with two kids) Looking at clients 2.5 years after exiting JN, we found that average quarterly earnings steadily increased, from about $4,300 in the quarter after exit to almost $6,700 in the 10th quarter after exit (a 55% increase) JOBS NOW SUBSIDIZED EMPLOYMENT PERIOD Sources: EDD quarterly earnings data, HSA Jobs Now data. The Tier Structure Lessons Learned
JobsNOW! Changes Work readiness is best taught on the job rather than in a classroom. Participant engagement increases in subsidized employment activities, as opposed to other, non-paid activities. The tiered approach, while more expensive in the short term, has long-term savings in reducing public assistance spending. The wage subsidy relationship with employers helps to increase participants’ long-term employment.
