5 Presentation of assessment tools
EC framework questionnaire 3 standards questionnaires set up 1 for the first assessment focusing on: Nature of the offence Characteristics of the victim 2 for detailed assessment (1 for adults, 1 for minors) in 3 parts covering: Vulnerability of the victim Dangerousness of the perpetrator Victim’s situation and follow-up.

Information of victim about IA First IA by the police officer Decision of the judiciary to conduct a detailed IA Detailed IA by a victim support NGO Report sent to the judiciary, integrated in the criminal file Update of the IA if necessary Protective measures : for the inquiry for the trial after the trial social protective measures

Raising awareness Methodological sheet (Oct. 2015) for magistrates practice about IA Specific funding for NGOs Agreements model downloadable on the MJ’s website Specific trainings organised by NGOs’ federation and selected magistrates Difficulties The slow legislative process The understaffed police and justice services The slowness of stakeholders acculturation (police services, Associations’ staff) Possible solutions Keeping on raising awareness and training stakeholders Considering an innovative approach of IA in order to set up specific support for the most vulnerable victims

8 Conclusion Victims of terrorism : among the most vulnerable victims (Recital 16) primarily targetted by IA Improvement of the victim support system following the terrorist attacks in France enhancing their protection IA and protective measures should contribute to all victims of criminal offences
