Project objectives, outcome and output
Objective 1: To assist URT to establish and consolidate a fully functional and responsive regulatory regime in line with Cartagena Protocol and national needs and priorities; Outcome Output/Achievements Fully functional regulatory regime in line with CPB and national needs; Regulatory regime in place consistent with CPB and other obligations Regulatory regime fully enforced Biosafety Regulations NBC and IBCs in place Swahili versions of NBF and Biosafety Regulations, Sensitisation zonal workshops on regulatory regime for GMOs (CAs, NGOs, Private sector, civil society), Workshops for Competent Authorities on roles and responsibilities for effective enforcement, Operational manual for GMO inspectorates in CFT Designation of biosafety inspectors Training workshop for entry point staff

Objective 3: The United Republic of Tanzania has a functional system for monitoring enforcement on biosafety Outcomes Output/Achievements 1.Strengthened system for monitoring and inspection Monitoring of environmental effects and enforcement actions are defined and in place Technical means for monitoring and inspections are in place Increased national competence on monitoring and inspection is in place and equipped with equipment for additional capacity building 2.Emergency procedures established and operationalized Biosafety officers, Custom officers and Judiciary officials trained on (dispute settlement, handling of court cases and enforcement) conducted Potential laboratories in a centre of excellence for R&D on biosafety upgraded Equipment for detection of GMOs GMO testing protocol, Training workshops for laboratory technicians from each CAs for GMO detection, Manual for emergency cases Manual for Confined field trials manual for GMO contained use

Objective 4: Functional national system for promoting public awareness and participation in biosafety decision-making Outcomes Output/Achievements Public education, awareness and participation in decision making strengthened. Surveys for public awareness on GMOs Outreach material (e.g. leaflets, Newsletter, Biosafety website) developed and disseminated Awareness raising workshops for highlevel, media, NGOs and other stakeholders conducted Public debates on GMOs Entry points for public participation in decision-making on GMOs identified and institutionalized Media coverage National website for dissemination of biosafety:

Objective 1: Workshops on GMO administrative issues- (mainstreamed) Objective 3: Guidelines for monitoring environmental effects Training for emergency operations for all principal actors An updated inventory of emergency equipment and replacement/procurement of any additional requirements Emergency response procedures (hotline etc, contact details, including international ones) for NBFP and Competent Authorities established On-the-job training provided to officials from different authorities with real case studies to make sure that the system for handling requests is functioning
