Each solicitation is separate and will be evaluated and awarded separately under the MATOC. 5 Questions/RFIs NCO 12 Great Lakes Acquisition Center If you have questions regarding any of the solicitations, you may ask them today but you need to also submit your question in writing. If you have a question today, please ask for an RFI form for each solicitation. All questions must be submitted in writing either today or via on RFI forms and received by GLAC no later than November 23, 2016 at 2:00pm CST for all 3 solicitations: Solicitation VA69D-17-R-0130 (Project # ) - Solicitation VA69D-17-R-0137 (Project # ) - Solicitation VA69D-17-R-0156 (Project # ) - All RFIs received on time along with responses will be posted on Vendor Portal as an amendment to the solicitation no later than November 28, 2016.

6 What is a Request for Proposal?
NCO 12 Great Lakes Acquisition Center Follows FAR Part 15 Award will be made to lowest priced, responsive, responsible offeror. There is no public bid opening. You may the bids to the Contract Specialist listed on the solicitation, however the original Bid Bond Guarantee must be received at the GLAC office on December 9, 2016 at 2:00pm CST in order to be considered.

8 Instructions to Offerors
NCO 12 Great Lakes Acquisition Center Submission Instructions Offerors must submit one copy of their proposal along with the bid bond no later than December 9, at 2:00pm CST to: Capt. James A. Lovell Federal Health Care Center GLAC, Building 1, Room 329 North Chicago, IL 60064 Solicitation VA69D-17-R-0130 (Project # ) – Attention: Isabell Coad Solicitation VA69D-17-R-0137 (Project # ) – Attention: Angella Sterling Solicitation VA69D-17-R-0156 (Project # ) – Attention: Angella Sterling You may submit proposals by to the contract specialist listed above, however you must also submit the original bid bond guarantee to GLAC on or before December 9, 2016 at 2:00pm CST in order to be considered. Faxed proposals are NOT permitted.

NCO 12 Great Lakes Acquisition Center Surety Bid Bond Original copy must be received by GLAC on or before December 9, at 2:00pm CST to be considered.

13 Basis for Award NCO 12 Great Lakes Acquisition Center Award will be made to the lowest priced, responsive, responsible offeror. A contract will be awarded to an Offeror who is deemed responsive and responsible in accordance with FAR Part 9 and whose proposal conforms to the RFP’s requirements (to include all stated terms, conditions, representations, and certifications).

14 Evaluation Factors Price
NCO 12 Great Lakes Acquisition Center Price The Offeror’s price may be evaluated by the Contracting Officer for reasonableness per the below definition. Price Reasonableness: Reasonableness is based on the proposed price compare to historical prices for similar efforts and price competition obtained by the other Offeror’s proposals submitted in response to this RFP. A reasonable price represents an amount that a prudent person would pay in a competitive business environment.
