2 What we have … Huge territory mln.sq.km (11 times bigger than Nepal, 2.8 times bigger than France) Rich of natural resources - Copper, Molybdenum, Gold, Coal … Animal husbandry (50.0 mln: Cow-2.4, Sheep-20.1 Goat-24.3, Horse-3, Camel-0.28) Cashmere (Second largest exporter) Educational level of people: (about 20% of Government budget dedicated to Education) - literacy rate 98% \UNESCO\ - 95 universities, institutes and colleges

3 What we have … Few population – 3 millions
Extreme (severe continental) climate - +/-35 C No sea access (Between two big country: Russia and China) Small market No experience in market economy (during 70 years isolated socialist system) Economy based on agriculture export

6 Mongolia ratified in the AP Convention on 19th October, 1991
Mongolian National Council for Education Accreditation is pending to be a national body in charge of recognition authorities in accordance with; recommendations of the higher education accreditation and quality assurance project – co-implemented by the Higher Education Reform Project expecting new amendments to Law of Education of Mongolia,

7 RECOGNITION OF FOREIGN QUALIFICATIONS
6 The authorities responsible for the recognition of foreign educational documents in Mongolia are: Ministry of Education, Culture, Science and Sport approves the permission to the international students according to the bilateral agreements. Ministry verifies the authenticity of diplomas issued by educational institutions in Mongolia and other countries Ministry of Foreign Affairs certifies diplomas with an apostle. Mongolia is a signatory of the Hague Convention

8 National Information Center & National Qualification Framework
Amendments are expected to be made into the Law of Education of Mongolia and related laws of education. The Ministry of Education, Culture & Science is implementing the Higher Education Reform Project in associated with the Asian Development Bank and by this initiative, it is aiming to improve the national quality assurance system, to have national information database on the higher education and to implement reforms in academic programs.

9 Progress in the ratification process of the revised AP convention
10 Progress in the ratification process of the revised AP convention The policy of the government supports the ratification of the AP convention on recognition of higher education qualifications. Regional Convention has been presented to the Government and Parliament of Mongolia. As required in the AP Convention, Ministry of Education, Culture, Science and Sport of Mongolia is establishing the National Information Centre under the Mongolian National Council for Education Accreditation.

10 Efforts to join in the Tokyo convention 2011
The state policy on education sector until have been sign the parliament. It reflected a ratification in the Tokyo Convention 2011, in this state policy. The process is in progress.

11 Progress in the ratification process of the revised AP convention
Nowadays, it is waiting for the time to be discussed through relevant Standing Committee of the Parliament and Parliament session. As required in the AP Convention, Ministry of Education, Science and Sport of Mongolia is establishing the Information Center for International Education.
