1. purpose To account to the Portfolio Committee on Arts and Culture on the process of reviewing the White Paper on Arts, Culture and Heritage to date. 3

2. BACKGROUND The Department of Arts and Culture (DAC) initiated a comprehensive process of reviewing the White Paper of Drawing on the National Development Plan (NDP), the White Paper process has sought to develop a policy framework that would help reposition the Arts, Culture and Heritage (ACH) sector to realise its full potential for job creation and sustainable livelihoods pursuant to the department’s mandate of social cohesion and nation-building. The main emphasis of the White Paper review was placed on assessing weaknesses inherent in the White Paper of 1996 by evaluating the extent to which its provisions align with the priorities and programme interventions of the DAC, the policy orientation of national government and the impact on all programme interventions and outcomes. On 4 November 2015 the Hon Minister appointed an 8 person Reference Panel to revise the 1996 White Paper: Prof A Oliphant, Dr S Fikeni, Prof M Nkondo, Ms A Joffe, Father S Mkhatshwa, Dr A Beukes, Mr T Kgoroge, Ms L Mashile & Ms T Goso. On 26 &27 November 2015 a National Arts, Culture and Heritage Indaba was held at the Cedarwoods Hotel in Woodmead.

2. Background cont. The Panel’s terms of reference is to:
examine policy shortcomings that resulted from the implementation of programmes by assessing the impact of DAC interventions on programme outcomes. assess stakeholder perceptions, based on underlying comprehensions of programme activities against current policy. assess the alignment of policy provisions, institutions and structures with the goal of social cohesion and nation-building. compile an interim report, documenting the lessons learned and highlighting weaknesses, challenges and possible best practices. use the findings of the review, including consultations with stakeholders, to develop a revised White Paper on Arts and Culture. provide overall recommendations on the future role of entities within the DAC and beneficiary organisations, and suggest priority policy interventions.

3. ORIGINAL PROJECT PLAN AND TIMEFRAMES
In February the following Working Plan, was adopted: First Provisional Draft for Internal Discussion: End of March 2016; Subsector Public Consultations: April 2016; Revised Draft based on public input: End of May 2016; Draft to be circulated for public comment: June 2016; Revisions based on public comment: July 2016; Final Draft presented to the Minister: End July 2016. On 27 February 2016 an Inception Report was discussed, revised and adopted outlining: The scope and recommendations of the 1996 White Paper; Identifying obstacles to transformative policy implementation; Identifying new trends in cultural policy; Proposing the Methodology and Process.

On 27 February 2016 a Draft Framework for the content of a Revised White Paper was discussed and adopted. On 28 June a Draft Conceptual Structure was adopted specifying the scope and justification for White Paper Review, the required Sources and Methods; Institutional Arrangements, the Strategic Value of the Sector, Redistributive Justice and Nation Building, Environmental factors and the Integration of Indigenous Knowledge Systems, art, culture and heritage in ACH policies.

4. STATUS OF THE WHITE PAPER PROCESS TO DATE
Multiple subsector public consultations were held in Eastern Cape, Limpopo, Gauteng, Mpumalanga, Northern Cape, Western Cape, North West, Free State and KwaZulu-Natal from May until 6 June 2016. Two consultations are outstanding; one with Government Departments and Agencies, and a revisit to Limpopo. The need for an integrated, national, provincial and local system emerged from this process. Compilation of the first draft was delayed since only three Reference Panel Members have contributed. The draft material includes: Content Framework; Background and Scope; Values ACH; Objectives; Vision and Principles; Policy Proposal for the Subsectors; Community ACH; Education and Training; Status of Artists; New Institutional Structures; IKS; Cultural, Education and Training, Diplomacy and Cooperation; Social Justice, Art in Communities, Technical Skills Development; Language and Literature, Creative Industries, Heritage, New Funding Models, Intergovernmental Cooperation; Core Roles and Functions of the National Department. 8

NATIONAL ARTS, CULTURE, AND FILM COUNCIL Includes Arts, Culture, Film and New Media Proposed that the NAC and NFVF have one governance structure but two different management structures Proposed that the name for the NFVF changes to South African Film Council 2. NATIONAL HERITAGE COUNCIL Includes with Museums/Monuments/ Archives / Place Names/ Heraldry/Libraries 3. NATIONAL LITERATURE, BOOK AND PUBLISHING DEVELOPMENT COUNCIL Includes with Publishers/Trade/ Print/ Paper/ Writers/Editors/Translators 4. The abolition of Advisory Panels with Council Members formulating Council Policies and Evaluation of Projects 5. Advising on International Cooperation and Exchange

Institutions and consolidations Arts, Culture, Heritage and Film Observatory. Training Centre for Events & Technical Services. Institute for Language Development. Institute for Indigenous Knowledge Systems (this should be done in partnership with the Departments of Science & Technology, and Education) Cluster and consolidated National Museums in KwaZulu-Natal, Free State and Eastern Cape. National System of Literature Museums.

New funding strategies Grants-in- Aid: Traditional Council Funding Debt Finance: Loans, Overdrafts, Peer Lending Equity Finance: Networks of small investors Corporate Sponsorship: CSR, Business Dev, Marketing Catalytic Funding: Public/ Private seed-funding Regional Fund: For Trade In Africa Investment Funding: Private sector funding Accelerators: Advice, practical and technical support Incubators: Mentor, working spaces for development International cooperation funding Beneficiary Funding: Practitioner contributions

6. THE PROCESS GOING FORWARD
The first draft of the White Paper was due on July 30, However, due to the lack of capacity within the Reference Panel as a result of several members dropping out, the three remaining members were over-stretched. A request was granted by the ADG to extend the deadline for the first draft to 31 August 2016. Once the draft is submitted, a process of internal consultations involving DAC managers will take place in the first week of September and recommendations made to the Reference Panel. Once a broad statement of policy is finalised by the department, the White Paper will be submitted to Cabinet. After this process, the document will be submitted to Parliament. 12
