1 RAC Implementation Status
Byron Woertz, Manager—System Adequacy Planning Market Issues Committee, March 23, 2017 Western Electricity Coordinating Council

2 Scenario Development Subcommittee Modeling Subcommittee
RAC Focus Questions RAC What reliability risks might the Western Interconnection face in the next 20 years? Scenario Development Subcommittee What are the plausible futures in which potential reliability risks could arise? Studies Subcommittee What studies should the RAC perform to better understand potential reliability risks? Modeling Subcommittee What models should WECC use to complete necessary reliability studies? Data Subcommittee What data will WECC need to complete necessary reliability studies? Western Electricity Coordinating Council

3 Guiding Principles for RAC
FERC Order 890 The RAC will be consistent with the Commission’s planning principles Diversity Seek diversity in member classes, interest groups, and geographic representation Consensus The RAC, subcommittees and work groups will make most decisions by consensus Work Products All products determined to be valuable to stakeholders could still be completed under the new structure Clear Responsibilities Responsibilities for overseeing development of each product will be clear Empowered Subcommittees Most of the technical, analytical, and other reliability assessment work be done at the subcommittee level Western Electricity Coordinating Council

4 RAC RAC Responsibilities Resource Adequacy
Reliability Risk Mitigations System Stability Concerns Load and Resource Balance Issues Resource Adequacy Physical and Economic System Utilization Data and Models Used in Assessments (including ADS) Current and Future Trends Affecting Reliability Western Electricity Coordinating Council

5 Western Electricity Coordinating Council
RAC Roles Coordinate activities that span multiple RAC subcommittees Provide separate forums for addressing transmission and load service reliability issues Work collaboratively with WECC management in providing input to the strategic plan, and developing the three-year operating plan Work collaboratively with WECC management to ensure adequate resources are available for the RAC to complete the work identified in the three-year operating plan Provide information to WECC management on RAC activities and work products including NERC Reliability Standard compliance topics, efficiency/economic reliability issues, including socio-political considerations, and system resource and transmission adequacy; Western Electricity Coordinating Council
