3 Why is the Crossing Needed?
Existing Crossings are occurring Pedestrian Generators on each side – Juan de Fuca Recreation Centre, McDonalds, A&W, Jasmines, etc. – create potential for increased demand Allows safe pedestrian and bicycle crossings Nearest crossing is 250m+ Nearest crossing includes crossing Ocean Blvd, Island Highway, and Wale Rd

4 Crossing Safety Improves safety for southbound cyclists to access Juan de Fuca Improves safety westbound cyclists to access Island Highway Implementation of a marked crosswalk, alone, appears to significantly increase pedestrian crash rates Addition of a raised median does appear to reduce pedestrian crashes Use of an exclusive pedestrian phase appears to reduce pedestrian crashes

5 Proposed Crossing Offset Crossing Allows Pedestrians to Walk Facing Traffic Each Highway Direction Operates Separately to Minimize Stopping for Vehicles Includes: Audibles Countdown timers Navigators to give message to pedestrians Crossing One Leg at a Time Separate left turn into Juan de Fuca Elephants Feet to be added for Cyclists Right Out Only at Juan de Fuca Driveway

6 Crosswalk Signal Operations
North and South Directions on Island Highway will operate independently Signals will be coordinated with Ocean Blvd/Wale Rd signal network with consideration for Wilfert signal network Juan de Fuca Crossing Cycle Lengths range from 45 sec to 70 sec (half cycles of adjacent signals) Half Cycles minimize pedestrian delays

7 Crosswalk Signal Operations
Signals will be coordinate between 7:00am to 9:00am 2:00pm to 8:00pm Signals will be actuated by pedestrians & bicycles ** if no pedestrians/bicycles the signal will remain green for vehicles ** Signals will be uncoordinated between 8:00pm and 7:00am and 9:00am and 2:00pm Juan de Fuca driveway (exit) will be controlled by a stop sign separate from signals/crosswalks

8 Crosswalk Signal Operations
Southbound left turn operates as follows: NB SBL NB SBL NB SBL NB SBL NB SBL

9 Crossing Times Pedestrians will cross each direction of Island Highway separately Each leg is approximately 10m wide Pedestrians will be given 7 seconds of WALK & 10 seconds of DON’T WALK Due to coordination pedestrians may have delays in service Pedestrians may have to wait in median

11 Vehicle Volumes AM: NB has over 2,500 vph / SB has 750 vph
Mid-Day: NB and SB each have 1,300 vph PM: NB has 1,250 vph / SB has over 1,900 vph After an event (Shamrocks): NB and SB each have 500 to 650 vph

12 Vehicle Impacts Coordination will work to minimize north-south delays
Vehicles turning left off Wale Road may be impacted In AM Wale Rd = 22% (550vph) of Island Hwy In PM Wale Rd = 31% (425vph) of Island Hwy

13 Vehicle Delays Time of Day Direction Stopped Delay / Vehicle (s) 95th Queue (m) AM Peak Hour Northbound 3.2 to 5.1 seconds 135m Southbound 1.4 seconds 35m PM Peak Hour 2.3 to 2.7 seconds 80m 6.2 seconds Stopped delay is for vehicles stopped or travelling at less than 3m/s

14 Southbound Left Turn Queues
95th percentile queues in peak hour AM = 20m PM = 30m

15 Juan de Fuca Access Left turns out of Juan de Fuca access:
AM Peak = 4 vph Mid-day Peak = 23 vph PM Peak = 22 vph After Event = 35 vph Vehicles will utilize Ocean Blvd Access Review of After Event Conditions: No impact at Wale/Ocean/Island Hwy due to shift Increase in delay turning out of Ocean Blvd Access, but expected with event traffic
