Parish Council report for the Waldringfield Annual Parish Meeting

Parish Council Elections
Parish council elections were to be held on 7th May. However, for Waldringfield Parish there were only 8 contenders for 9 seats, so they have all been elected unopposed: Archer, Colin Michael Elliot, Janet Gold, Serena Caroline Kay, Ian Malcolm Matheson, Frances Rona Reid, Colin Videlo, Alyson Jane Winship, Neil Many thanks to Bridget Rayner who is retiring from the Parish Council Many thanks also to Patricia O’Brian and Veronica Falconer who are retiring from SCDC. The District Council (Kirton Ward) and national elections are also to be held on 7th May. The Polling Station is at Waldringfield Village Hall, and will be open from 7am to 10pm.

Council Meetings Council meetings are held on the 2nd Tuesday of the month at 7.30pm in the Village Hall. Dates for 2015 are: 13th January 10th February 10th March 14th April (Annual Parish Meeting) 19th May (Annual Parish Council Meeting) 9th June 14th July 11th August 8th September 13th October 10th November 8th December All Parish Council meetings are open to the public and there is an opportunity at these meetings for residents to put information to the Council and ask questions.

Council Activities The Council dealt with 19 planning applications (last year: 14 applications) The Council provides funds for : The village hall (maintenance) Parochial Church (grounds maintenance) Church Field (grounds maintenance) Waldringfield Wildlife Group (verges project) Parish Councillors have represented WPC at many meetings: Parish Plan Environment Agency flood resilience planning Quiet Lanes Fairway Committee Church Field Trust WALGA Etc....

Parish Newsletter 4 Parish Newsletters are produced each year and over 240 copies are delivered to every house in the Parish by 13 volunteers. The Clerk, David Lines, organises its production, printing and distribution. Local businesses can advertise in the newsletter!

Parish Newsletter The on-line version (in colour) can be found on the website, in the left hand column of the web page and remains there for at least one year

Site Allocations and Area Specific Policies
Waldringfield PC’s consultation response: There is no mention of the Martlesham, Newbourne and Waldringfield Area Action Plan The document strangely contains no references to Adastral Park There is confusion over whether Waldringfield is in the IPA, EIPA or Felixstowe Housing Area In Waldringfield, the main need is for smaller, 1 or 2 bedroom homes WPC is content with the minor modifications to the village envelope shown in the map WPC agrees that the 3 sites (554, 960 and 961) are not suitable for development, for the reasons given in the table

The Core Strategy has a lot to say about the Martlesham, Newbourne and Waldringfield Area Action Plan. But there is no mention of it in the Site Allocations and Area Specific Policies document (or anywhere else as far as we can tell). Martlesham Neighbourhood Plan?? BT Planning Application??

Local Development Framework – Legal Issues
In 2012 Waldringfield PC applied for permission of a Judicial Review (JR) of SCDC’s LDF.... Grounds for the JR are that SCDC failed to comply with European Law in their decision making This was ‘stood down’ so the issues could be resolved at the EiP, SCDC agreed to this The arguments we used in the JR were shown to be mainly correct at the EiP The JR is now redundant, and has been withdrawn at no cost to either side All the costs have been met by NANT Ltd (not out of the Parish precept), and the legal agreement between NANT Ltd and WPC is now redundant

The Parish Council did not have the resources to provide significant funds to WFDG Instead it expressed its support for WFDG and lobbied ‘movers and shakers’ to fund WFDG: We send letters to: David Cameron MP Owen Patterson MP (Secretary of State, Environment and Rural Affairs), Dr Therese Coffey MP Lord Smith (Chairman Environment Agency), Dr Paul Leinster (CEO Environment Agency) Cllr Mark Bee (Leader, Suffolk CC) Deborah Cadman (CEO Suffolk CC) Cllr Ray Herring (Leader SCDC), Stephen Baker (CEO SCDC)

The Parish Council is considering supporting WFDG’s efforts to restore and improve the saltmarsh

Emergency Plan An Emergency Plan and an Aide Memoire has been produced and is available on the website, and from the Parish Clerk Over time people and contact details change, so these documents will need to be updated when this happens. Updates will be publicised on: Waldringfielders group in the Parish newsletter The latest versions of the Emergency Plan and the Aide Memoire will always be available on the Waldringfield Parish website

Emergency Plan - AED A Waldringfield Defibrillator (AED) is now installed and linked to the Emergency Services May be used by anyone as it plays oral instructions once opened. No prior knowledge is needed. The device can be taken to the location of the casualty. To open the cabinet you need a security code, which the 999 operator will supply, so it is essential to call 999 before attempting to use the AED AED cabinet
