from around the world !

New fund to encourage international coproduction and cultural diversity
Set up by i.) Ministry for Culture and Communication and ii.) Ministry of Foreign Affairs
Managed by CNC & Institut français
Takes over from Fonds Sud and Aide aux films en langue étrangère
 Single point of entry to help filmmakers’ projects from around the world

3. Main features (2)
Selective fund for : - production - post-production  2012 total budget: € 6 Million  4 or 5 selection rounds/year  40 to 60 projects supported/year  Compatible with foreign funds and other French support schemes (except for « avance sur recettes » and TRIP)

Goals
 Facilitate cooperation between foreign directors and French producers  Make such partnerships more open and financially attractive  Encourage co-productions (France has > 50 co-production agreements)  Give priority to countries that have signed the 2005 UNESCO convention on the protection and promotion of the diversity of cultural expressions (120 countries at mid-2012)

5. Selection process
Committee of 13 international French-speaking experts (producers, directors, distributors, exporters, critics…) chaired by Ms. Dora Bouchoucha in 2012
2 sub-committees (“collèges”)
1st sub- / for directors’ 1st or 2nd feature films
2nd sub- / for more experienced directors
 3 selection stages
- reading committee (pre-selection)
- plenary committee (final choice)
- assessment committee (sets the amount)

6. Aid amount Maximum amount :
* € 250,000 for production * € 50,000 for post-production
Capped at 50% of French financing part
Raised to 80% if :
director’s 1st or 2nd feature film
or: budget lower than € 1,250,000
or: co-production with low-income territories (list of 125 countries, mostly in Africa, Asia and Oceania)

7. Eligibility conditions (1)
All countries eligible  Only feature films for cinema (not TV)  Fiction, documentary, animation  Co-production between a company established in France and a foreign company  Non-French director (exceptions may apply)  Shooting location : mainly outside France

8. Eligibility conditions (2)
Shooting language (official or in use): * in director’s home country * or in shooting country Application submitted before the shooting Provide proof of : * copyright ownership * coproduction agreement NB : postproduction Only for projects rejected in plenary committee

9. Spending obligations
  At least 50% of aid amount must be spent by French production company
 When film coproduced with one of the least developed countries: 25 % of aid amount must be spent in this country, to help structure its cinema industry
 If budget > € 2,500,000  “CNC “agrément” (approval) required = necessity of a substantial French input

10. Payment Subsidy always paid to the French co-producer
Terms of payment fixed in a convention with the CNC
 Payment in three steps:
* 30% when convention is signed
* 40% after 1st shooting week
* 30% when spending obligations are fulfilled and justified
