Programme Barometer of Public Opinion
BOP – aprilie 2015 Programme Barometer of Public Opinion Soros Foundation Moldova pleads for correct and transparent tools for social-political and economic life reflection and for ensuring the access of civil society to information. To this end, a public opinion survey programme – “Barometer of Public Opinion in Moldova”- was launched in 1998. First two polls were conducted in The following poll was commissioned by the Institute for Public Policy (IPP), with the financial support of SOROS Foundation Moldova, in August 2000 and afterwards, public opinion polls were conducted in spring and autumn of each year during the period The surveys focused on the following issues: political options, rating of main political parties and personalities, living standards and life quality, economic and social Government policy, other issues of major concern. The results of all public opinion polls were presented at press conferences held upon completion of the polls. The media, the public and all those interested have permanent free access to the Barometer’s results, as well as to the poll’s database. All data can be accessed at IPP web-site: Taking into consideration the impact and the importance of the polls conducted in the framework of the Barometer of Public Opinion, the Institute for Public Policy commissioned in March 2015 a new public opinion poll supported financially by Soros Foundation. The poll was conducted by „CBS-AXA” Centre for Sociological Investigations and Marketing. The results of the poll are shown below. The programme „Barometer of Public Opinion– 2015” is supervised by a Board chaired by Dr. Arcadie Barbăroşie, Director Executive of the Institute for Public Policy. The Board’s members are: PhD. Ludmila Malcoci, Igor Boţan, Director of ADEPT, Dr. Anatol Țăranu, Director of POLITICON Institute for political consultancy and analysis, researcher–coordinator at the History Institute of the Academy of Sciences of Moldova, Victor Ciobanu, independent expert. The programme administrator, the Institute for Public Policy, is a non-governmental, non-profit organization. It aims at encouraging the development in the Republic of Moldova of an open, participatory, pluralist society, committed to democratic values, by the means of conducting and supporting independent surveys and analyses of public policies, as well as by the means of public debates and wide dissemination of the results of such surveys. The Institute focusses its activities on the following fields: reform of the educational system, European integration, settlement of the Transdniestrian conflict, national security and defence, other issues of major concern for the society. Public opinion polls are supposed to be conducted in all the above-mentioned fields. The Institute keeps collaboration relations with similar organizations and research institutions in the field of public policies from many countries with a view to exchange information and expertise, to develop joint comparative studies and to perform activities of mutual interest. BOP – aprilie 2015 “CBS-AXA” Centre for Sociological Investigations and Marketing is a sociological company registered in 2003, founded on the basis of ILIGACIU S.R.L. Centre for Public Opinion Polls and Market Surveys. General information about the CBS-AXA 1998: establishment of „ILIGACIU” Centre for Public Opinion Polls and Market Surveys; : : establishment of „CBS-AXA” Centre for Sociological Investigations and Marketing. The largest shareholder of CBS AXA is BBSS (Balkan British Social Survey) Bulgaria, a member of Gallup International Association and of TNS group and of CSOP TNS Bucharest, Romania. CBS-AXA is a member of a regional network (Europa de Sud-Est) of Gallup International Association. Survey Methodology BOP – aprilie 2015
Amount of the sample: 1104 people aged 18 or more; Sample: stratified, probabilistic, two-staged; Sampling criteria: 13 geographic areas coinciding with the administrative-territorial units which existed before the return to the division in raions, residence environment (urban-rural), the size of urban communities (2 types), the number of population in rural communities (3 types of rural communities). Sampling: The volumes of the urban strata and of the total by regions (the former judets), as well as the volumes of the rural strata have been calculated proportionally with the number of the population, based on the latest data provided by the National Bureau for Statistics of the Republic of Moldova. Taking into account the high degree of labour force migration among the population of the Republic of Moldova, the distribution of the population by regions which was at the basis of the sample’s design has been adjusted to the number of the population who went abroad in search of a job, based on the data of the Labour Force Survey conducted by the National Bureau for Statistics. Random stages: The community: within the adjusted strata, the selected communities (85) have been established aleatorily, based on a table with aleatory numbers. The family: a maximal number of 5 interviews per sampling point was established. The families to be interviewed were selected through the method of the aleatory itinerary, with a pre-established statistical step. The person: in the selected families with several adults, the person to be interviewed was the one whose birthday was the nearest. Representativeness: the sample is representative for the adult population of the Republic of Moldova, with a maximal error of +2.8% Period of on-site data collection: 28th of March – 7th of April The interviews have been conducted at the respondents’ domicile. The questionnaire has been developed in Romanian and Russian languages, the respondents having the possibility to choose the version. The analysis of the sample structure obtained in the field revealed the concordance between the distribution of the population according to the available statistical data and those obtained, with the admissible statistical deviation. A difference was remarked within the structure women/men, women being over-represented, and within age groups, young people (18-29 year olds) being under-represented. The major reason of such deviations is the phenomenon of labour force migration. To fill this gap, a results balance was done, so as the structure of the calculated sample represents the average between the distribution according to the official statistics and the one obtained in the field. Thus, the results shown below are balanced. The difference between the balanced and non-balanced results does not overpass 1.5% with regard to any question.
