3. Purpose of the McKinney-Vento Act
In the event of a home displacement or transition,
the school will follow the McKinney-Vento guidelines in order to maintain educational continuity by promoting
enrollment,
attendance, and
opportunities for success of homeless children and youth.

4. According to the U.S. DOE, people living in the following situations are considered homeless:
Children who lack a fixed, regular, adequate night time residence.
Doubled up with family or friends due to loss of housing or economic hardship
Living in motels and hotels for lack of other suitable housing
Transitional housing programs
Public places not meant for housing: Abandoned buildings, the streets
Cars, trailers (does not include mobile homes intended for permanent housing), and campgrounds

5. Additionally… Unaccompanied Youth- Runaway and displaced
In homes for unwed or expectant mothers- for lack of a place to live
In homeless and domestic violence shelters
Migratory children staying in housing not fit for habitation

6. Student Rights guaranteed by the Act
Students may attend their school of origin or the school where they are temporarily residing.
Students may enroll without proof of residency
Students may enroll without school, medical or similar records.
Categorically eligible for free school meals, Head Start, and Title I services.
Students have the right to transportation to school.

7. Additionally…
Students must be provided a statement explaining why they are denied enrollment or any other services.
Students must receive services, such as transportation, while disputes are being settled.
Students must be provided a written statement of their rights when they enroll and at least two additional times per school year.
Unaccompanied homeless students are considered independent students for purposes of receiving federal financial aide for college.

8. Staff Responsibilities
All staff should be aware of the definitions of “Homeless”
All staff should notify their building Administrator or Counselor if they have heard or suspect any students are living in such circumstances.
Once aware of a possibly homeless student, Building Administrators should investigate and forward a completed McKinney-Vento Residency Form to the Corporation Homeless Liaison.
Administration should ensure all Act guidelines are followed.
