2 STUDENT LANGUAGE CODE

3 Student Language Code Background – United States Department of Education:
The United States Department of Education (USDE) – EdFacts Submission System (C141 – LEP Enrolled File Specifications) requires the student’s native language be submitted. As defined by the USDE, the native language can be: The language normally used by a child or youth The language normally used by the parents of the child or youth

4 Student Language Code Background- Texas Legislation:
Texas Administrative Code (TAC) § Home Language Survey states: a) School districts shall conduct only one home language survey of each student. The home language survey shall be administered to each student new to the school district and to students previously enrolled who were not surveyed in the past. School districts shall require that the survey be signed by the student's parent or guardian for each student in prekindergarten through Grade 8, or by the student in Grades The original copy of the survey shall be kept in the student's permanent record.

5 Student Language Code Background- Texas Legislation:
b) The home language survey shall be administered in English and Spanish; for students of other language groups, the home language survey shall be translated into the home language whenever possible. The home language survey shall contain the following questions. 1. "What language is spoken in your home most of the time?" (E0985 – Home Language Code) 2. "What language does your child speak most of the time?"

6 Student Language Code Background- Texas Legislation:
c) Additional information may be collected by the school district and recorded on the home language survey. d) The home language survey shall be used to establish the student's language classification for determining whether the school district is required to provide a bilingual education or English as a second language program. If the response on the home language survey indicates that a language other than English is used, the student shall be tested in accordance with § of this title (relating to Testing and Classification of Students).

13 Things to Consider The Student Language Code will need to be populated for all enrolled students effective with the school year otherwise a data load error will occur. There are less than 6,000 students currently identified as LEP with Home Language of English.

14 HOMELESS STATUS CODE

15 Homeless Status Code - Background
With the passage of the Every Student Succeeds Act (ESSA), the definition of homeless children and youth under the McKinney-Vento Act was updated. In order to comply with ESSA, the phrase [children and youths] “awaiting foster care placement” was removed from the Texas Education Data Standards (TEDS).

Updated E1082 HOMELESS-STATUS-CODE description. Updated C189 HOMELESS-STATUS-CODE code table Deleted code 1 - Student lives in a shelter, transitional housing, or is awaiting foster care at any time during the current school year. Added code 5 - Student lives in a shelter or transitional housing at any time during the current school year.

20 NSLP Type Code - Background
The federal data reporting system (EDFacts) has required states to report the National School Lunch Program (NSLP) status since as part of the mandatory federal data collection. The National School Lunch Program status is an indication of the participation by a school in the National School Lunch Program. Currently, Texas is not reporting on this status ( ). In order to be in compliance with the federal requirement, the Texas Education Agency has added the NSLP-TYPE-CODE which will capture the National School Lunch Program status at the campus level beginning in the school year.

21 NSLP Type Code Background- Texas Legislation:
The data collected will be submitted to the U.S. Department of Education via the EDFacts submission system to fulfill an annual reporting requirement authorized by the Annual Mandatory Collection of Elementary and Secondary Education Data through EDFacts Office of Management and Budget (OMB , expires 2/28/2019). EDFacts is a U.S. Department of Education initiative to govern, acquire, validate, and use high-quality, kindergarten through grade 12 performance data for education planning, policymaking, management, and budget decision- making to improve outcomes for students.

The StudentTitleIPartAProgramAssociationExtension Complex Type is reported for ALL students with an AS-OF-STATUS-CODE of B, D, F, or X in PEIMS Submission 1. The StudentTitleIPartAProgramAssociationExtension Complex Type is reported for students who are identified with a TITLE-I-PART-A-INDICATOR-CODE of A, 6, 7, or 9 in PEIMS Submission 3.

31 SSI-PROMOTION-RETENTION-CODE Changes for 2017-2018
For the school year, the SSI- PROMOTION-RETENTION-CODE was not reported. es_to_June_STAAR_Testing_for_Grades_5_and_8,_Student_Success_Initiative_(SSI)_Requirements_and_ Confidential_Student_Reporting_Timelines/ Business Validation was added in to accommodate the suspension of the SSI-PROMOTION-RETENTION-CODE. The rule prevented this field from being reported For , rule has been deleted, which will allow SSI-PROMOTION-RETENTION- CODE to be reported again.

33 C092 LANGUAGE-CODE Code Table – Changes
With the addition of the STUDENT-LANGUAGE- CODE, code table C092 HOME-LANGUAGE-CODE now supports two data elements. The code table name was changed to LANGUAGE-CODE to reflect it’s expanded use. The XML Name was also updated from TX- HomeLanguageType to TX-LanguageType.

34 C145 FUND-CODE Code Table – Background
The School Finance department has identified multiple Fund Codes that will be retired from the Financial Accountability System Resource Guide (FASRG) chart of accounts. The Texas Education Data Standards code table C145 is updated for payroll eligible codes. (Note: no budget Fund Codes were retired). The Texas Education Data Standards code table C145 will be updated for actual financial and SSA actual financial codes.
