1 Gerhard Mayer & Darrell Ernst ETTC 2007 Toulouse
The ICTS and WRC 2011 Gerhard Mayer & Darrell Ernst ETTC Toulouse

2 Agenda Situation just before WRC 2007 The new spectrum environment
Support of spectrum innovation What happens after WRC 2007 ?? ICTS and WRC 2011 An IFT Sponsored Group

3 Situation just before WRC 2007
5 additional bands for AMT under study (4,4 to 6,7GHz). All bands have other users. CPM is the primary decision basis for delegates and describes advantages / disadvantages, on basis of compatibility and technical studies agreed upon at WP8B. ICTS exhibition during the WRC is a last chance, to show the importance of AI 1.5 to the delegates and decision makers. An IFT Sponsored Group

4 The new spectrum environment
Services with very different signal structures have to co-exist A certain interference level must be accepted – from non-interference to a tolerable interference base Exploit the potential of a dynamic allocation instead of static. But coordinaton function needed Integrity of critical services has to be ensured An IFT Sponsored Group

5 ICTS must support spectrum innovation
Help to: Develop optimum sharing strategies with a minimum probability of interference Exploit the remaining potential in bandwidth- limited, lossless communictions down to Shannon´s limit Motivate for a coordinated „live together“ and determine what levels of interference are acceptable Exploit the upper GHz – region (> 30 GHz), incl. satellite relay & free space optics An IFT Sponsored Group

6 What happens after WRC 2007?? If AMT gets additional allocations, sharing must occur with e.g. AM(R)S, ARNS, FSS & MSS (earth / space stations), MS(WAS), RAS.. Coordinating institutions needed, national & international Frequency range 16 to 30 GHz: to be studied with the aim that WRC 2011 is able to resolve an AI for the following (WRC 2015 ?) ICTS members must USE NEW BANDS An IFT Sponsored Group

7 ICTS support until 2011 Develop strategy for global harmonized allocations in bands approved by WRC 2007 Develop process for international coordination of frequencies - cross border tests of aircraft - science missions with balloons and sounding rockets Support international pilot projects to study potential of bands over 16 GHz (technology, propagation, operation) Study implications of UAS , flight test TM, TM and TC&C of operational flights in nonsegregated airspace, operational payload TM An IFT Sponsored Group

8 Conclusions WRC 2007 was just a first phase for the ICTS
The only chance for further success is the close work-together of the global telemetering community The contacts built up with international aerospace industries, academia and spectrum regulators during the WRC 2007 process have to be further developed and tightened An IFT Sponsored Group
