The Neighbourhood Plan and the strategic housing sites
Need to respond to plans for the 3 strategic housing sites immediately, even as we work on finalising the Neighbourhood Plan Outline planning application for the North Abingdon site already lodged: deadline for comments is 15 February Pre-application exhibitions on the North West Radley and South Kennington sites last Friday and (NW Radley) tomorrow: applications expected in the Spring The Neighbourhood Plan includes policies for each of the sites, listed on an A4 sheet available for collection as you leave. Please use your voice to support the policies.

Community Facilities Aims Proposals Improve existing facilities
Enlarge them to serve a larger village Provide new facilities for the new development Proposals Village Hall, Children’s playground and Playing Field Additional playground Community shop Allotments Cemetery Kennington shop and playground

Plan Continue at Gooseacre with improved or replacement building. Set up joint working group of village hall committee and Parish Council to plan and implement. Move to Church Road? - a contentious issue! NP survey results: in favour of move 37%, leave it where is 32%, no strong view 31% Difficult to build on Green Belt without clear majority

Community Shop Overwhelming support in NP survey
improve and expand post office, café, more stock but leave it close to where it is. Parish Council will explore options with Shop Management Committee Greene King site – landowner won’t cooperate Allotment site – owned by Parish Council - must find a larger alternative for allotments - some housing to help with finance

Other Facilities Children’s play area: provide a second area at north end of Whites Lane Development to complement existing Gooseacre playground Cemetery: more land close to Church. Radley College will provide a site Bowyer Arms: land is an asset of community value – retain it as a location for community facilities if future development is proposed Allotments: seek additional space regardless of shop development

Kennington The South Kennington site should include
a children’s playground a shop The development should also contribute to refurbishing the Playfield Road Pavilion

in Conclusion we propose to improve the existing facilities and also extend them for a larger village we have followed the results of NP survey we will try to ensure that replacements are ready before the old ones are closed

Radley Lakes Strategy Feedback from the Community QUESTION: “Do you support the proposed mixed-use strategy for the Radley Lakes Area, including the proposal to create a new link road towards Audlett Drive for use by lorries?” RESULTS: In favour 78%, Against 14%, No strong view 8% Based on 457 returned questionnaires = 45% response rate

Infrastructure: three general points
The draft Neighbourhood Plan lists the infrastructure we believe is essential to make new housing development acceptable The developers will accept much of what is needed, but some will be contested and require hard negotiation If our proposals are to succeed your support is essential.

Primary school and health
Radley primary school to be expanded to give single form entry. Capacity for all for whom the nearest school. Support Radley College promotion of high quality solution St Swithun’s Kennington primary school has capacity for South Kennington site, but extra nursery provision needed Developers to contribute towards extra GP surgery space.

Central village roads White’s Lane (green) to be through route, with new junction (at A) Foxborough Road/Church Road (red) to be for village services and bus Thrupp Lane/road to Lower Radley (yellow) to be safe for walking

Radley station Radley station use has grown hugely and will do so more with new housing Risk of parking problems becoming worse – so need to make it easy to cycle, including more secure bike racks Also need step- free access to the upline ( not easy) and a ticket machine ( should be easy)

Drainage and sewerage New development sites to have run off no greater than green fields. Attractive use (ponds etc) should be made of Sustainable Urban Drainage Development not to go ahead until proper survey of sewerage problems and remedial measures taken

Housing mix Family Starter Down sizer Sheltered In our May survey, we asked what housing Radley people are looking for Housing provision on the new sites should take account of what the survey told us More smaller homes than currently proposed Provision for older people Some bungalows Provision for social renting and subsidised homes to buy Provision for self build
