CAADP raised expectations of new resources and created a financial dependency to which only donors could respond African financial institutions (AfDB, regional development banks, and private investors) hardly involved Not much focus on Institutional capacity; policy reform Shallow problem analysis; poor political economy analysis Shift from ‘poverty reduction’ to ‘wealth creation’ as development strategy Shift from ‘food security’ to ‘food sovereignty ’

Africa urbanizing in a de-congested, decentralized fashion East and southern Africa- 40% urban 50% of food consumed 60% of purchased food West Africa: Urban demand-pull is growing fast The rural supply-push is responding The invisible middle intermediary group is growing fast (truckers, wholesalers, warehousing, processing, etc)
