Background Unconventional Vehicles WG created in 2005 Tasked with developing best practices related to the proliferation of unconventional or “non-standard” vehicles Developed a best practice regarding motorcycles in 2006 October 2009 – Tasked with developing best practice related to mini-trucks – completion by January 2011 Remaining tasks to complete the Best Practice include: Gathering input and comments at AAMVA regional conferences and AIC Meet to review comments and suggestions received and make changes to the FIRST DRAFT as needed. Seek approval of the FINAL DRAFT from the Vehicle Committee Share FINAL DRAFT with the CCMTA Board of Directors Obtain AAMVA Board of Directors approval of FINAL DRAFT Inform the membership and other interested parties of the FINAL DRAFT AAMVA Official Use Only

Mini-Truck Best Practice
PROBLEM STATEMENT An increasing number of these vehicles are finding their way on to Canadian and US roads In the US, they are being imported as used farm equipment to circumvent EPA and NHTSA regulations, but then being presented for registration at DMVs In Canada, they are coming in after they reach 15 years old, to avoid the Canadian Federal importation restrictions regarding CMVSS compliance AAMVA Official Use Only

An example of a mini-truck – the working group identified safety and emission concerns including: Growing numbers of these vehicles being imported into both Canada and the US Growing number of jurisdictions that allow these vehicles to operate on public streets and highways Right hand drive vehicle, which leads to increased crash risk Not manufactured to meet either Canadian or US emission standards Not manufactured to meet either Canadian or US vehicle safety standards 2001 Mitsubishi Mini-Cab 90,000 KM – Right Hand Drive AAMVA Official Use Only

Another example of a mini-truck – areas of non-compliance may include: - Tires not DOT approved - Lamps, lenses, bulbs, reflectors not meeting SAE/DOT standards Headlights designed for RHD not meeting FMVSS/CMVSS Windshields and side glass not properly marked - Seatbelts missing - Fuel tanks and/or batteries located outside the vehicle frame Catalytic converter missing 1996 Suzuki Carry 70,000 KM – Right Hand Drive AAMVA Official Use Only

Mini-Truck Best Practice Recommendations
Do not allow use on public streets or highways unless the vehicle meets applicable federal standards Do not issue titles or registrations for on-road use unless the vehicle meets applicable federal standards Enact or retain legislation that allows jurisdiction to deny titles and registrations for vehicles coming from jurisdictions that allow titling or registrations Restrict on-road use to crossing in a safe manner consistent with requirements for other off-road vehicles Enact or retain legislation that allows jurisdiction to restrict on-road use to the same uses allowed for other non-conforming off-road vehicles AAMVA Official Use Only

Jurisdictions that currently title or register mini-trucks should: Discontinue but grandfather current vehicles Ensure title/registration documents clearly identify as mini-truck Require mini-truck dealers to be licensed Use the original manufacturer VIN, not issue a jurisdiction VIN Not title or register as “homemade” or “reconstructed” Not allow newly licensed drivers or GDL drivers to operate mini-trucks Restrict operation to roads with a maximum speed limit consistent with operation of Low Speed Vehicles AAMVA Official Use Only

Jurisdictions that currently title or register mini-trucks should: Conduct physical inspection of vehicle prior to titling or registration Inform law enforcement of common non-compliance issues Issue distinctive license plates to aid law enforcement Require follow-up inspections, especially when there is an ownership change Establish procedures to ensure the proper importation and ownership of the vehicle Require copies of all importation and customs documents before issuing titles or registrations AAMVA Official Use Only

Jurisdictions that want to allow limited use on public roads should: Limit operation on public roads to no more than 100 yards/meters Limit operation to farming, industrial, landscaping, or public works Limit to roads with a posted speed limit of 35 MPH/55 KPH or less If a license plate is issued, use a distinctive plate AAMVA Official Use Only
