Opening speech - policy statement concerning the issue from YOUR COUNTRY’S POINT OF VIEW Lobby to find partner countries/allies who are willing to sign an amendment (proposal for change) in the draft resolution Formal debate where the draft resolution and amendments are debated and voted upon. The resolution agreed upon in the committee will pass the GA in the afternoon.

12 Rules of Procedure (1) Opening speech (30 seconds) - a policy statement of the country you represent, concerning the problem - stick to 30 seconds!!!! - if you exceed time - Chair: “Please make your concluding remarks” Unmoderated caucus (lobbying): the Chair cuts you loose, walk through the room, network for your countries solution, search for allies on amendments (proposals for change). Moderated caucus - formal debate: the Chair leads the debate, you wait for permission to speak, e.g. “France you have been recognized” Within each committee, there will be several forms to debate, in a moderated caucus, which will be directed and decided upon by the chairs. And in an unmoderated caucus, delegates may walk around and discuss the resolution without awaiting the Chairs approval. This is lobbying time, since then you can create alliances, work together or decide to go against a proposal, since that fits your country position.
