10. MUNRO - THE MAIN STEPS A problem is on the UN agenda
The SG forwards this problem to a UN Committee with the assignment to propose a solution (resolution)
At MUNRO the committee debates on draft resolutions:
Goal: consensus on a solution that serves all!!
Opening speech - policy statement concerning the issue from YOUR COUNTRY’S POINT OF VIEW
Lobby to find partner countries/allies who are willing to sign an amendment (proposal for change) in the draft resolution
Formal debate where the draft resolution and amendments are debated and voted upon.
The resolution agreed upon in the committee will pass the GA in the afternoon.

11. MUNRO - YOUR BRAIN NEEDS EXERCISE
Debating, lobbying, persuading, speeching - brain intensive!
Your body AND brain needs exercise.
Participate in a Dance Workshop, professional instructor
Lunch time
Twenty minutes
Good boost for the afternoon session

12. Rules of Procedure (1)
Opening speech (30 seconds) - a policy statement of the country you represent, concerning the problem - stick to 30 seconds!!!! - if you exceed time - Chair: “Please make your concluding remarks”
Unmoderated caucus (lobbying): the Chair cuts you loose, walk through the room, network for your countries solution, search for allies on amendments (proposals for change).
Moderated caucus - formal debate: the Chair leads the debate, you wait for permission to speak, e.g. “France you have been recognized”
Within each committee, there will be several forms to debate, in a moderated caucus, which will be directed and decided upon by the chairs. And in an unmoderated caucus, delegates may walk around and discuss the resolution without awaiting the Chairs approval. This is lobbying time, since then you can create alliances, work together or decide to go against a proposal, since that fits your country position.

15. Rules of Procedure (4)
Moderated caucus and Unmoderated caucus are used after one another
When the time of the Unmoderated caucus is over, the Moderated caucus begins and vice versa
In the Moderated Caucus, delegates make formal speeches
In the Unmoderated caucus, delegates lobby
In the Moderated caucus that comes next, what has been lobbyed (amendments) will be used in the speeches to address the entire council

18. Before December 8th - how to prepare
Use the preparation guidelines in your MUNRO Documents file!
Important: you are not Iris, Milou or Mark BUT a delagate, a representative of e.g. The Peoples Republic of China, Colombia of Albania! THUS: You participate from the perspective of the country you represent.
Concrete:
Read the info on the topic and the case
Search for more info (look in the preparation guidelines for tip& tricks)
For delegates: Write a small article (max. 1/3 page A4) about yourself and your countries point of view on the topic and the case.
Hand in: before Sunday December 7th, 7 o’clock in the morning - by at
Compress your article a 30 sec. speech with which you will address the other members of your committee on December 8th!
