SafetyNet educations Those closed packages (UN-approved packaging) are a primary skin around the chemical: the fire extinguisher, the building, the floors, etc., are also peels that prevent those dangerous substances from entering the environment or the population. A very important missing line of defense, which we have not had until now, are the people who work in that store. They can prevent something from happening, but they can also be the cause. When it comes to workplace safety, well-functioning technical as well as organizational shells are an absolute prerequisite for safe storage. Course – PGS15 guideline

3 PGS15 educated employees.
The PGS15 also outlines the expertise requirements. Working with dangerous substances primarily requires the awareness of dangerous substances. Additionally, in relation to the storage of dangerous packaged substances of a weight exceeding 2,500 kg, one company-appointed expert must be present in the storage facility whenever work activities are being conducted in a storage area in which dangerous goods and/or CMR substances are stored. 4 Instructions and representative log.
In the interest of employees’ safety, there must be instructions present in the facility that specify the measures that must be taken in case of a leakage or an incident with dangerous substances and/or CMR substances. Management must keep these instructions up to date and inform employees of them. If a facility is required to store more than 2,500 kg of dangerous packaged substances and/or CMR substances, a representative log system must be present in this storage facility. 5 Reviewing the risks: read the MSDS.
Assessing safety data (MSDS) is an essential instrument to limit the risks. To do so the properties of the substances should be reviewed to determine whether this product may be stored, whether the correct storage facilities are in place (e.g. Temperature), the correct PPE’s, the correct emergency materials, correct fire extinguishers and the appropriate absorbents. Ensure that the current MSDS is available for all dangerous goods stored and handled at the premises and is readily accessible to persons engaged by the employee to work at the premises, the emergency services authority and any other person on the premises; and think in scenario’s: what can happen at each location, with what quantity and how a spill can be handled. An MSDS is an important piece of paper: it is the manufacturer's statement of everything he could tell about the product. The MSDS is included in the transaction of the sale (transferred to the following in the chain). The MSDS must be in Dutch (REACH). It tells exactly which PBMs (Personal Protective Equipment) should be worn: what gloves, which mask with which filters. But which extinguishing agents are suitable and which ones do not. It also indicates how to deal with when exposed to the substance. The MSDS must be taken to the hospital. Make sure that they are available soon. Course – PGS15 guideline

9 From R- and S phrases to H- and P phrases
SafetyNet educations From R- and S phrases to H- and P phrases The required product label should state the product properties, the UN number, the transportation name, the gross and net amount, the usage labels and in Europe in addition the R- and S phrases. R is for Risk and S is for safety. These are ‘small’ phrases like in an insurance policy With the introduction of the GHS the R- and S- phrases disappeared. These have been replaced by the H- and P- phrases (Hazard - and Precautionary statements. Course – PGS15 guideline

11 Exposure to dangerous goods
SafetyNet educations Exposure to dangerous goods Adverse effects may occur – either immediately or after some time – with each exposure to a dangerous substance. Exposure may not cause a direct physical ailment but can possibly lead to permanent infertility for example. Dangerous substances have different ways of entering our body: - Through our eyes resulting in eye injuries - Through inhalation - Through direct contact with the skin - Through swallowing Course – PGS15 guideline

12 Your emergency plan and log
SafetyNet educations Every company who stores dangerous goods must ensure that a written plan for dealing with any emergency associated with the storage and handling of dangerous goods on those premises is developed, implemented and maintained. This includes persons who are engaged by the company to work at the premises (for example under working permit) and who may be exposed to risk as a result of an emergency. Also a log system with all the hazardous materials must be kept. This log system must give emergency services a clear view of the hazards that the stored substances may cause. 13 Safety instruction. SafetyNet educations At a clearly visible place at the entrance to the facility or at the door a clearly visible warning on the measures to be taken in case of an emergency must be attached. This statement shall include the particulars of authorities or persons to be contacted in case of an emergency. Course – PGS15 guideline

14 Safety labels. SafetyNet educations On the door or next to the door of a storage facility warning signs, which indicate the danger of the stored hazardous substances and / or CMR substances must be installed. These danger symbols must be in accordance with the ADR or the EU CLP Regulation Course – PGS15 guideline

SafetyNet educations Victims and the effects of corrosive substances The effects of corrosive substances are somewhat similar to burn effects. Corrosive substances are classified in different categories. One corrosive substance may go through all skin layers while others can cause superficial injury. Corrosive substances often cause a burning sensation, redness of the skin followed by blisters. Course – PGS15 guideline

16 SafetyNet educations Emergency shower If substances belonging to packing group I are handled, more than 2,500 kg of hazardous substances are stored, or when forklifts are used in the storage facility, an emergency shower and Eye wash facility which is always easily accessible shall be installed near the storage facility. The emergency shower must be connected to the water supply and with an adequate capacity. Eye wash facility should :  be sufficiently fast accessible in case of an accident;  simply be operable ;  so designed that , if necessary, both eyes can be rinsed long enough ;  are made such that if the eyes are rinsed , they have to be cleaned quickly, but will not be damaged. SafetyNet educations Victims and the effects of corrosive substances In case chemicals come in contact with the eye(s) – especially corrosive substances – it is necessary to immediately rinse the eye(s). Besides through liquids, contamination of the eye can also occur by corrosive gas. If available, use an eye wash bottle (with flush nozzle) with desinfected water. Hold the head of the victim facing the ground, place the eye wash bottle with the nozzle on the contaminated eye, squeeze the bottle to rinse the eye. In case an eye wash bottle is not available tilt the head of the victim facing upwards. While rinsing be sure to avoid contact with contaminated water in the ‘clean’ eye, mouth or nose. Cover the eye and consult a doctor immediately (keeping the MSDS at hand). Course – PGS15 guideline

SafetyNet educations Victims and the effects of corrosive substances In case of accidental swallowing of an acid, remove the chemical residue around the mouth with water from the eye wash bottle. Give the victim small sips of water from the bottle or if available lukewarm water. Be sure to give small sips! Make sure the victim does not vomit as this can worsen the situation. Consult a doctor immediately (keeping the MSDS at hand). Course – PGS15 guideline

19 Leaked or spilt dangerous liquids
SafetyNet educations Leaked or spilt dangerous liquids A storage facility must be constructed in such a manner that leaked or spilt dangerous liquids are caught in a containment facility. The storage facility must have a capacity of at least 110% of the largest package. However, if 10% of the total content of the packages is more than 110% of the content of the largest package, the storage capacity must be equal to 10% of the combined content of the packages. 20 Extinguishers. SafetyNet educations Every storage area of 200m2 must have at least one portable extinguisher of at least 5 kg of extinguishing agent. The extinguishers shall be protected against the weather. The choice of the type of fire extinguisher must be such that it is suitable for extinguishing a starting fire of the stored substances . 21 Informing the emergency services.
SafetyNet educations Informing the emergency services. If more than 2,500 kg of hazardous materials are stored in a storage facility, a journal of all the products must be kept near the storage. The journal must be in the facility at a place of access, which is immediately accessible for emergency services. Informing emergency services is not only an obligation, but is a human obligation.  Course – PGS15 guideline
