21. Internal and external mechanisms for QA need to be developed and applied more and more consistently; increasing requirements are needed for external accreditation of institutions and programs; further steps need to be taken for academic audit and institutional self-review, with greater monitoring of institutional QA and evidence of action taken as a result of QA.
Only one HE institution has external accreditation (though some institutions adopt procedures from outside bodies, without accreditation), few institutions use external quality assurance mechanisms and most use internal mechanisms either solely or largely.
