Overlay approach to Project Selection
Through GIS desktop analysis, the design engineer takes broad brush steps to locate potential areas to focus planning efforts The GIS desktop analysis considers: Land ownership Geographic bundling Geographic focus BMP application sites Permit time Exclude sites with bad soil, flood plain, etc.

Potential project areas identified for field verification
The GIS desktop analysis creates maps with each potential project area identified Based on field verification, specific project locations are identified, conditions confirmed.

Projects are prioritized on cost basis
The Design Engineer, with the help of the General Contractor, provides high and low conceptual cost estimates for each of the devices that were determined to be the best fit BMPs for each Task Order The devices are then prioritized based on cost and long term maintenance considerations

The Clean Water Partnership brings innovation through more flexible delivery system: Connecting General Contractor and Maintenance Contractor to the Design process Flexible contract structure with engineers and contractors and incentivizing each differently Dispensation from onerous permit process Goal: Design/Build vs. Design-bid-build Paradigm shift

GC and Maintenance Contractor involvement
Bring Value Engineering, feasibility and constructability to the design process early. Negotiations: Proprietary systems must address GC and maintenance contractor concerns. Project bundling Project sizing Supply stream for planting, media, etc. Cost per acre approach

Flexible contract structure with Primes and subcontractors
Design Engineers no longer selling labor or work on a cost per hour basis. DE contracts based on % of construction costs DE connected to GC through contract scope GC services paid with base fee and incentive fee GC competes work on unit price basis CWP can buy in bulk, prior to project and based on planning requirements

Dispensation from onerous permitting process saving time and engineering costs Alternative Compliance Program: the CWP is able to manage this program more effectively Working with Advocacy Groups Working with municipalities within the County MS4 long-term permit planning Extension of DoE department as flexible resource

Summary Project selection integrates the community and the lifecycle of the facility. The paradigm shift has occurred with the County and now the shift needs to occur with the design engineer and contractors. Project delivery structure is attracting the innovation
