Who is the user? What is meant by manuscript? What version? What if the user doesn’t have license to distribute the document, i.e., they don’t have copyright? What if the paper is embargoed? What is the document format? Does the metadata have a schema? Does the user have this information?

7 The perceived efficacy of the policy will depend on the efficacy of the workflow/service that implements it, and this policy is important.
