1 RADIOLOGICAL TEAM PRESENTATION

2 Format Mission Analysis Assets required Plan in detail

3 Mission Provide support Indonesian Govt to impose a 3 km mandatory / 5 km voluntary evacuation zone around PTSA should radiation levels rise. Be prepared to support Indonesia Govt in evacuation of the 3 hospitals in the evacuation zone

4 TASKS Specified Implied Evacuation of 3km EZ zone as required
Evacuation of 3x hospitals as required Implied Recovery and storage of human remains Provision of security of BATAN staff and site Secure EZ after evacuation to prevent looting and unauthorized re-entry Controlled movement of displaced persons from EZ Medical services (including radiological support) Infrastructure support as required Provide decontamination sites as required

5 Assumptions Earthquake Group have the lead for movement of IDP
Wind/weather will change but prevailing conditions are from SSE Volcanic activity will not affect the EZs or evacuation sites and plans Earth Quake planning group has the lead for all tasks Security and enforcement will be provided by Indonesia

9 Radiological Considerations
Chest X Ray 0.1 mSv Average background exposure in one year 3 mSv Abdominal X Ray 4 mSv Living on the Colorado Plateau for one year 4.5 mSv Typical yearly dose for a uranium miner 5-10 mSv Full body CT scan 10 mSv Lowest close for any statistical risk of cancer 5- mSv Mid radiation sickness (headache, risk of infection) 0.5-1 Sv Light radiation poisoning (mild to moderate nausea, fatigue, 10% risk of death after 30 days) 1-2 Sv Severe radiation poisoning (vomiting, hair loss, permanent sterility, 35% risk death after 30 days) 2-3 Sv Severe radiation poisoning (bleeding in mouth and under skin, 50% risk of death after 30 days) 3-4 Sv Acute radiation poisoning (60% fatality risk after 30 days) 4-6 Sv Acute radiation poisoning (bone marrow destroyed, nearly 100% fatality after 14 days) 6-10 Sv 3 km 0.3mSv/hr 2 km 0.7mSv/hr

10 Broad deployment concept
PHASE 1 – MSN ESTABLISHMENT PHASE 2 – EVACUATION PHASE 3 – MSN HAND OVER Check radiation & decontaminate personnel if required before relocation Rapid evac of possible plume area Redeploy to MNF FOB or be reassigned to other tasks Evac personal to alternate CP Hand over cordon and evac to Gov’t of Indonesia Arrival in Surabaya Arrival at MNF FOB Move to and assist with evac in Danger Zone Evacuate personnel to Collection Point Cordon area to ensure no re-entry Hand over cordon and evac to Gov’t of Indonesia Redeploy to MNF FOB or be reassigned to other tasks Gov’t Request to assist with evacuation of 3km mandatory zone and voluntary 5km zone Operation completed and MNF no longer required Branch Plan if reactor starts to emit radioactive plume into atmosphere

11 Identified Requirements
ASSETS required FOR EACH ZONE Zone Collection Point (CP) Identified Requirements Remarks Land Airlift (a) (b) (c) (d) (e) 1 CP 1 20,000 pax estimated 8 x trucks 2 x ambulances 2 x Escort Veh N/A 1 x Sect MP (Traffic/crowd control) 1 x Sect Inf (Admin) 1 x EOD Team 1 x Medical Team (Incl sanitation and hygienical) 1 x Decon Team Rumah Sakit JIH 4 x trucks Ambulance avail 2 x Heli (medium) 2 CP 2 10,000 pax estimated Rumah Sakit Khusus Bedah AN NUR

12 ASSETS required FOR EACH ZONE
Collection Point (CP) Requirements Remarks Land Airlift (a) (b) (c) (d) (e) 3 CP 3 20,000 pax estimated 8 x trucks 2 x ambulances 2 x Escort Veh N/A 1 x Sect MP (Traffic/crowd control) 1 x Sect Inf (Admin) 1 x EOD Team 1 x Medical Team (Incl sanitation and hygienical) 1 x Decon Team Happy Land Hospital 4 x trucks Ambulance avail 2 x Heli (medium) 4 CP 4 5 CP 5 30,000 pax 10 x trucks

13 Considerations for each CP
Provision of the following: Water Sanitation Hygiene Shelter Security esp Women and children Traffic control Med sp Waste management Communications – internal and external

14 Sustainment Concept Ground forces deploy with 15 days of self sustainment including integral health support, shelter, food and water. After 15 days will require resupply from MNF through sustainment hubs. Require support for fuel provision and waste removal. Utilize staging support from Surakarta including use of available cleared area for FOB set up. Deconflict MNF assets with earthquake and evacuation coordination groups.

15 Proposed mnf fob locations
DISTANCE Yogyakarta – Surakarta 62,8 km Yogyakarta – Semanu 46,3 km MNF FOB Surakarta prepared to assist in evacuation of PSTA Alternate MNF FOB Semanu prepared to assist in evacuation of PSTA PSTA Danger Zone

16 COnclusion Indonesia lead for the operation
Sufficient MNF in place that can sustain itself Radiological threat is not severe – no need for panic
