2. ESTABLISHMENT OF CASSOA
18th April 2007 EAC Council of Ministers approved the establishment of the EAC Civil Aviation Safety and Security Agency (CASSOA) as an autonomous self-accounting institution of the EAC
1st June 2007, CASSOA commenced operations with 3 staff (Executive Director, Technical Coordinator, Office Management Assistant) at the seat of EAC in Arusha, Tanzania

3. ESTABLISHMENT OF CASSOA … cont’d
Mandate: Assist the Partner States in their undertaking to make air transport services safe, efficient and profitable while adopting common policies for the development of civil air transport in the region. (from Article 92 of the EAC Treaty)

4. REQUIREMENTS FOR APPROVED TRAINING ORGANISATIONS (ATO)
- Legal status: Autonomous i.e. independent of government and or any other external influence - Management: adequate skilled professionals in the field of courses offered, finance and administration - Curriculum: must meet requirements of approved ICAO TRAINAIR programme and civil aviation Regulations - Infrastructure: adequate facilities proportionate to number of students (blocks – tech library, auditoriums, laboratories, maintenance hangars, dormitories; field, recreation, runway, fire centre, Navigation Aids)

5. ATO’S ROLE IN CREATING GLOBAL AVIATION STANDARDS TO IMPROVE SAFETY AND SECURITY
Fast growing aviation needs a centre of excellence to train personnel to support the industry
The infrastructure and equipment have to meet the international requirements for training the personnel to provide technical expertise to the industry
ATOs have to be approved by the regulatory Authority of the State to ensure international acceptable standards for both operators and regulators as per PEL Regulations

8. CHALLENGES FACED BY ATO
Funding: expensive courses (AMLE approx. = $22,000 and Piloting approx. = $50,000) due to rising costs for fuel, spares and aircraft, infrastructure maintenance
Inadequate specialised skilled instructors

9. SOLUTIONS TO CHALLENGES
Funding from State or regional bodies
Development partners intervention
Publicity to attract large numbers of students

Ethiopian government and Ethiopian Aviation Academy for hosting AATO
European Aviation Safety Agency (EASA) for training EAC experts in ATO certification (22nd – 23rd Oct 2015, Addis Ababa)
ICAO for coordinating establishment of AATO
