A statistical model that first standardizes and then applies weights to each variable. Adding in the points for Platoon Top Five and RECONDO, the maximum possible score is 101.5 OML Model has not changed since FY06. 6 CULP Criteria New FY 10 On 19 March 2009, CG USACC decided that Cultural Understanding and Language Program (CULP) criteria would start to be used in the OML Model for FY 10 selection and branching board Including this criteria will not have a significant affect on a cadets standing on the OML; however, CULP activities will improve cadet’s OMS and OML standing ROTC Battalions need to ensure CULP data is accurately and completely loaded into CCIMS Cadet activities in “Critical” Strategic Languages will be weighted higher than other foreign language activities End of LDAC commissions board will not have CULP criteria in their OMS Although CULP score will be on Leader Assessment Management Sheet (LAMS), CULP will not be included in OMS until after FY09 End of LDAC Board Cadets should be encouraged to complete CULP activities to improve their OMS Date Prepared: 25Jan2010

7 Critical Strategic Languages
In order to emphasis languages that are critical to the needs of the Army only “Critical” Strategic Languages receive more weight toward CULP score Some languages are strategic but not “critical”, including Spanish, French, Russian, and Portuguese still receive CULP points but not weighted CCIMS to be updated as needed with 3-yr phase-out of Army’s Critical Language List changes Current (FY 08) Critical Languages List: - Arabic - Chinese Mandarin - Persian Dari - Persian Farsi - Hausa - Indonesian - Korean - Pashto Swahili - Urdu FY 09 Critical Languages List is not yet available If DA list changes Critical List (removes) language remains weighted for OMS credit for three years Date Prepared: 25Jan2010

8 Study Results: OMS Score
Cadet with greatest decrease had training/extracurricular score of and CULP score of 0 CULP TRG/Extra Curr Cadet with greatest increase had training/extracurricular score of 4.55 and CULP score of 100 Weighting for CULP comes out of old Training and Extracurricular Score. Maximum negative affect for cadets with no CULP and high TRG/ExtraCur. Maximum positive affect high CULP and small TRG/ExtraCur. Date Prepared: 25Jan2010

16 How to enroll and get paid
First determine and enroll into a language class or cultural studies class meeting CLIP-B Standards Sign CLIP-B statement of understanding and complete CC form 597-7 Pass the classes with a C or higher Submit DA Form 2142 along with certified copy of your transcripts to the HRA for processing A student may receive CLIP-B in an amount totaling no more than $3000 in a single academic year Date Prepared: 25Jan2010
