October 9, 2003 INTRODUCTION When a death occurs in a family, it invariably comes as a great shock and many are completely unprepared for this event. Our mission is to provide a dignified funeral at an affordable premium. We aim to maintain financial stability by applying prudent measures.

October 9, 2003 BURIAL FUND RULES Governed by a set of Rules – registered with the Financial Services Board Membership and Dependants Benefits and contributions Management Burial fund Rules – very detailed document registered with the FSB It sets out membership – Who is allowed to be a member and who is allowed to be dependant and what affects membership status Rules also sets out the details of the benefit in terms of Cremation, earth burial, coffin, 50km distance, etc Contributions – set annually – calculated by an actuary Management – the duties of the committee, meetings, reporting to FSB, Audit

October 9, 2003 Procedure at time of death Natural death at home: Contact the nearest Police station. The police, after inspection of the circumstances, will issue a SAP180 form. The SAP 180 form allows the undertaker clearance to remove the body. A medical certificate of Cause of Death (BI12) to be obtained from your house doctor. Natural death at home is often the most difficult to manage. Every situation can be different eg: was the person ill? Was the person under doctors care? Involving the Police is standard procedure – no cause for alarm.

October 9, 2003 Procedure at time of death Death in hospital – undertaker will obtain certification of death from hospital. Death by unnatural causes – summon police for removal of body. Natural death at home is often the most difficult to manage. Every situation can be different eg: was the person ill? Was the person under doctors care?

October 9, 2003 Procedure at death (continued) Request removal of body from home - only once the family is ready. Rector, priest or agent to complete funeral arrangement form in consultation with member. Member goes to undertaker and takes along the funeral arrangement form as well as the ID or birth certificate of the deceased. Often the undertaker is summonsed to collect a deceased from home, and on arrival they find that the family is not quite ready to release the body or that the doctor has not yet issued a medical certficiate. The date and time must be confirmed with the undertaker before it is announced as it is sometimes not possible for the undertaker to comply to the members desired date and time for the funeral (especially if it is an earth burial).

October 9, 2003 Procedure at death (continued) Undertaker consults with member on arrangements as per the proposed arrangement form. Undertaker confirms burial membership with the NACBF office and receives an order number. Undertaker can now confirm arrangements with family and rector. Funeral date & time to be announced only after it has been confirmed with undertaker.

October 9, 2003 Procedure at death (continued) Earth burial – the date is dependent on the availability of graves as per local municipality. Cremation – it is done privately – no family allowed at the crematorium. Member to arrange date and time to collect ashes and death certificate from undertaker after the funeral. The family is not allowed at the crematorium for the actual cremation procedure.

October 9, 2003 BURIAL AGENTS – ADMIN ISSUES Funeral arrangement forms and Burial application forms are available from the Burial Fund office. (Forms also placed on MIS/Website). Agents need to use only official receipts – available on request from the Burial Fund office - Members must receive the original receipt.

October 9, 2003 BURIAL AGENTS – ADMIN ISSUES A Receipt Book control will be managed at the local office. This will be audited by NACBF from time to time. Collection Lists are sent to the field annually during April month. This must be completed reflecting all payments and must be returned to the Admin office by a set cut-off date. Agents should all be in possession of collection list – and should be very actively collecting premiums at the moment. Cut-off is Collection list must be returned to office by 10 July 2017

October 9, 2003 BURIAL AGENTS – ADMIN ISSUES Statements will be provided at congregation level. These must be issued to members as proof of membership status. Each congregation will also receive a subscriber list which must be placed on the notice board. Lapsed notices will be sent to members who did not pay their premium before 1 July. Statements are issued once all the collection list have been processed and checked. Statements are usually issued during the month of September.

Earth burials – the Fund only covers the cost of a public grave.
October 9, 2003 MEMBER INFORMATION Educating members – it is a ‘benefit fund’ therefore no cash pay-outs or surrender values. Only benefits covered by the contracted price with the undertaker will be paid by the Fund. Earth burials – the Fund only covers the cost of a public grave. Any additional cost relating to private graves or other additional benefits will be for the members account. ie: upgrades on coffin or coffin spray etc. Members to understand that we cannot allow freedom of choice with regards to undertakers, coffins, cars, coffin sprays etc. This will undoubtedly place a financial strain on the Fund. Any “extra” in terms of choices outside of prescribed benefits, will be for the members own account.

Members must insist on proof of payment eg. Receipts.
October 9, 2003 MEMBER INFORMATION The extent of the cover is regional – there are additional costs when special transportation is required. The Fund does not cover repatriation cost. Keep members informed on any changes – annually eg. Undertakers, premium increases, etc. Members must insist on proof of payment eg. Receipts. Example: the Benefit does not include transporting the body when you were away on holiday in another city or working in another city.

Couples who become divorced will have to take out individual policies.
October 9, 2003 GENERAL MATTERS Member becomes ill or passes away – then family request to pay premium in order to get cover – not legal. All expectant single mothers – regardless of age should have their own policy. Couples who become divorced will have to take out individual policies. Grandchildren cannot be covered under the grandparents policy.

October 9, 2003 BURIAL FUND - SA Current Legislation – maximum benefit levels in terms of operating as Friendly Society. We are already paying up to 150% of the maximum level prescribed by the FSB The FSB has notified us that we need to provide solutions which will comply with current legislation by 31 December 2017. Working together with our Actuary and the FSB we will find the best solution.

October 9, 2003 BURIAL FUND – NAMIBIA LEGISLATION The Burial Fund is registered in SA only – not with Registrar of Friendly Societies in Namibia Restriction – cross border insurance Reinsurance with an Insurance company in Namibia Benefits of re-insurance – some value added benefits are included in premium Death Certificate is a vital requirement for payment especially when re-insured Please note that nothing changes in terms of the members interaction. Member still continues to pay the premium to us. We pay it over to the insurance company

October 9, 2003 LIVING BENEFITS – ONLY RSA Introduced in September 2014 to provide some support and assistance to members in difficult circumstances. These benefits provide support and assistance at no additional cost to the member. However, the Burial Fund pays the cost for this benefit. Detailed information brochure on the MIS.

October 9, 2003 LIVING BENEFITS – UTILISATION STATISTIC From September 2014 to 31 May 2017: HIV cases treated: 4 Legal Assistance: 2,260 – Average 68 per month Trauma and Assault: 341 – Average of 10 per month Priest need to encourage members to use this benefit

Ministers to encourage members to use the services available. Priest need to encourage members to use this benefit
