Introduction to Security Cooperation Information Portal (SCIP)
Lesson #7002 5 January 2017
2
How can SCIP help me with Security Cooperation Case Management?
“What’s going on with Bandaria’s FMS and BPC cases?” User Friendly IT ‘tool’ to support case management Web portal ( You can use when TDY to get case info FMS Customers, SCOs, CCMDs, Case Managers can all see the same data at the same time Provides info and reports as standard level of service Provides reports and capabilities only available on SCIP Capabilities continue to expand and improve
3
SCIP Expectation Management
SCIP cannot answer all your questions but it is a great starting point Limited breakdown of commitments, obligations, expenditures (more extensive for cases in Navy Community) No access to LOAs, but most LOA data Data accuracy depends on the DoD (DSAMS and DIFS) and the MILDEP legacy systems (SAMIS, CISIL, MISIL, etc.) Today’s lesson will provide an introduction and overview only – not all features and capabilities This brief will only provide a brief introduction and overview of SCIP capabilities. SCIP is an automated tool that can assist you in your case management and execution responsibilities but it will NOT probably have all the answers to all your questions. It will, however, probably be a GREAT starting point! Financially, commitments, obligations, and expenditures are not broken down for cases with the exception of Navy cases which can be accessed in the Navy community. All LOA information except for the LOA notes can be viewed in SCIP, but not the actual LOA at this time. Also, the customer billing statement is not visible in SCIP. Since SCIP obtains its data from the Army, Navy, Air Force, and DoD (DSAMS and DIFS) systems, the accuracy of the SCIP data is dependent upon the accuracy of those data sources
4
What are SCIP’s Data Sources?
ODS PBAS CISIL CMCS SAMIS MISIL DSAMS DIFS EFTS EUM (Army) (Army) (Air Force) (Air Force) (Navy) (DSCA) (DFAS) (DSCA) (DSCA) GAFS Daily data extracts except for EFTS which is 24/7 International CONUS Portal Communications Server Portal Database Server End Users
5
Who is Eligible to Use SCIP?
USG - DoD DSCA SC Headquarters Orgs SC Field Activities COCOMs MILDEP Users USG Support Contractors In-Country Personnel USG DOD SCO (US) SCO Employee (LE Staff) International Purchaser International Purchaser Agents Freight Forwarders (US/FN) USG - Non-DoD State Department Homeland Security (USCG) International Purchaser Representatives Embassy Personnel SAFR/SALO/FLO International Organizations NATO, etc.

International customers use a token.
SCIP Registration USG personnel use CAC. International customers use a token. Internet Web Address Register for a SCIP account
7
Online fillable Account Registration Form
When you access the Registration Form you will now use a “fillable” 11-page form. You need to specify country and/or program information that you are required to access in SCIP. You must sign and get your supervisor and security manager signatures
8
How to get SCIP access? USG and International Accounts
International: Contact Host Nation Token Administrator (HNTA) – Primary & Alternate (SCO support as required) – Obtain SCIP token ALL: Fill out Registration Request (SAAR) Form at Online fillable form (include token serial # & expiration info) User, Supervisor, & Security Manager signatures Save as .pdf and attach to . Send to SCIP Help Desk at DSADC via at
9
Security via Token Access
SCIP Token Access Security via Token Access Secure Socket Layer (SSL), 128 bit Encryption Physical Token Access Method LOGIN requires both (1) USERID and (2) Passcode (1) USERID = FirstInitialLast Name (e.g. FSmith) (2) Passcode = PIN + Token code = 14 letters and numbers User-assigned PIN (Alpha/Numeric) Positions Token Code (changes every 60 seconds) 6 Positions
10
International Accounts
SCOs should share Host Nation Token Administrator (HNTA) guide with HN customers. If HN member wants token & doesn’t know HNTA, to ask for the name and contact info of their HNTA. HN and SCO can get this user guide on SCIP, after clicking Registration Info. Need a token before registering for an account. The token serial number must be provided in the account registration information. Sometimes this confuses SCOs and HN personnel.
11
The SCIP User’s ”Communities” will be listed as tabs on top of the screen following the user’s login. Each SCIP “Community” has different (but related) capabilities and applications supporting SC/SA programs ”Communities” that are listed (and available info) will depend on the user’s account SCIP Communities
