What is a Base Registry? INTRODUCTION TO ABR
According to the European Interoperability Framework (EIF), Base Registries are: “reliable sources of basic information on items such as persons, companies, vehicles, licenses, buildings, locations and roads” and “are authentic and authoritative and form, separately or in combination, the cornerstone of public services” 3 key principles for base registries RECOGNITION acknowledged Authorities TRUSTWORTHINESS quality and accuracy of data LEGAL CERTAINTY valid source of information Base registries hold the most basic and crucial information essential for facilitating effective governmental services The cornerstones of public services The fundamental pillars of modern eGovernment

What is Access to Base Registries?
INTRODUCTION TO ABR What is Access to Base Registries? Having access to relevant and updated data is essential for public authorities to carry out its tasks Cooperation between registries considerably reduce the administrative burden for businesses and citizens. Effective access to data in base registries is the main enabler of the ‘Once-Only’ Principle Removing the burden of citizens having to resupply information Access to base registries facilitate the ‘Once only’ principle, which “involve eliminating the unnecessary administrative burden that occurs when citizens and businesses are required to supply the same information more than once to public administrations”.

What is Interoperability?
INTRODUCTION TO ABR What is Interoperability? - The ability to interact towards mutual goals through sharing information and data between ICT systems Essentials for BR interoperability Cooperation among public administrations with the aim to establish more efficient public services; Exchanging information and data among public administration registries to fulfil legal requirements or political commitments; Sharing and reusing information and data among public administrations to increase administrative efficiency and cut red tape for citizens and businesses. Benefits from BR interoperability Improved public service delivery to citizens and businesses by facilitating the one-stop-shop delivery of public services; Higher efficiency through less administrative work for governments and less interaction needed from citizens Lower costs for public administrations, businesses and citizens due to the efficient delivery of public services. Better access to information across borders Increased transparency at MS and EU level Interoperability between base registries is both a prerequisite for and a facilitator of efficient delivery of public services.

Promote interconnection/access to information in different types of base registries to deliver cross-border and cross-sector public services An essential step towards achieve the level of interoperability needed to facilitate a DSM The ABR Action aim to: modernise public administrations, achieve cross-border interoperability and facilitate easy interactions with citizens. minimise the number of interactions needed between the administrations and the businesses and citizens by promoting the ‘Once-Only’ principle General information Part of the ISA2 programme and the DSM strategy and Action Plan ABR JoinUp Community Page:

Catalogue of Reusable Solutions
THE OUTPUT OF ABR THE OUTPUT OF ABR Catalogue of Reusable Solutions Identifies and catalogues existing solutions for reuse or inspiration for interoperable solutions Offers an in depth analysis on the reusability of existing solutions at EU and MS level, based on the Sharing and Reuse (ISA action) criteria Classifies the identified solutions according to the views and Building Blocks of EIRA (European Interoperability Reference Architecture) 122 solutions (51 extended description and 71 short description) (describes, classifies (EIRA) assess reusability (Sharing and reuse) When a Member State wish to implement a base registry solution, the Catalogue of Reusable Solutions serves as both a source of inspiration and a source of reusable solutions to implement.

THE OUTPUT OF ABR THE OUTPUT OF ABR Guidelines on Interconnection to BR Provide support on access and interconnection of authentic sources of information in all EIF levels; Provide a set of best practices for entities providing access to or interconnecting authentic sources of information; Provide recommendation on specific actions to be taken in order to improve access and interconnection of authentic sources of information; Offer references to reusable solutions in the Catalogue of Reusable Solutions The Guidelines describe how to implement interoperable solutions referencing solutions in the Catalogue of Reusable Solutions

Created a collection of 32 in depth country profiles analysing state-of-affairs of: Existing base registries Base registries’ data Base registries interconnection and data exchange Offer a more complete picture of each country’s approach in terms of: General efforts towards interoperability Interoperability in terms of the EIF layers (legal, organisational, semantic and technical) eGovernment Public Services making use of Base Registries data MS Factsheets serve as input for the EC and MS on what types of solutions and approaches are being developed in the Member States.
