3 Trego و Kepner روشي براي تحليل مسايل به‌منظور دستيابي به راه‌حل‌هاي مناسب در سال 1981 توسعه يافته است. اين روش سيستماتيك در چهار مرحله توسعه ‌‌مي‌يابد و در حل مسايل مهندسي كارآمدي خود را اثبات كرده است.

5 تحليل وضعيت تشخيص مشكلات و ابعاد مسئله
مسئله را بايد از ابعاد مختلف بررسي كرد و از هر جنبه، سطح و عمق آن را تشخيص داد. تشخيص و شناسايي مسئله از سه بعد انجام مي‌شود. اولويت (درجه اهمیت از نظر نوبت رسیدگی) روند (افزایشی یا کاهشی) تاثيرات (مشکلات دیگری را می‌تواند ایجاد کند)

7 تحليل مسئله What is the problem (and what is it not?)
When did the problem occur (and when did it not occur)? Where did the problem occur (and where did it not occur)? What is the extent of the problem (number, degree, etc.)?

8 تحليل مسئله Consideration Is Is not Distinction Cause of distinction
identity What is the problem? What is NOT the problem? What is different between "is" and "is not"? Why? Location Where is problem found? Where is problem NOT found? What is the difference in locations? Timing When did problem occur? When did problem NOT occur? What is different in timings? Magnitude How much? How many? How extensive? How little? How localized? What distinguishes the affected and non-affected elements?
