3 Expedited EVAC process
Revised process to simplify EVAC applications considered non-equivalent nationally, but with the same occupational outcome where: ANZSCOs are the same as for original qualification. Full EVAC previously completed and approved. Industry stakeholders notified of changes. Unions consulted to meet legislative requirements. Applies to those qualifications that are subject to 18 month transition period.

ASQA’s Regulatory Strategy outlines the initiatives and targeted priorities for the period March 2016 — June 2017. The target areas are: Informing and protecting learners Amount of training Capability of trainers and assessors

6 Informing and protecting learners
Inaccurate or incomplete information in marketing. Misinformation regarding duration of courses and delivery modes. Lack of consideration regarding learner’s ability to successfully complete. Lack of information regarding public funding entitlements and debts resulting from delivery under VET FEE-HELP arrangements.

7 Amount of training Some RTOs delivering training products in insufficient time. Course marketing not providing accurate information about training duration or not aligned to training and assessment strategies. Excessively short training closely aligned to inadequate assessment. Standards for RTOs 2015 and AQF not providing clear benchmarks for relevant amount of training across training products. Some RTOs are delivering training products in insufficient time to properly train and assess learners. Marketing of courses may not provide accurate information about training duration or does not align to RTO’s training and assessment strategies. Excessively short training is closely aligned to inadequate assessment. Standards for RTOs 2015 and the AQF do not provide clear benchmarks for what the relevant amount of training should be across training products

8 Capability of trainers and assessors
Clauses in Standards for RTOs 2015 relating to qualifications required by trainers and assessors took effect from 1 January 2016 : Trainers must hold TAE40110 Certificate IV in Training and Assessment or diploma or higher qualification in adult education. Assessors must hold TAESS00001 Assessor Skill Set, TAE40110 Certificate IV in Training and Assessment. Trainers must hold TAE40110 Certificate IV in Training and Assessment or diploma or higher qualification in adult education, unless formal supervision arrangement in place for training – trainers under supervision arrangements may not make assessment decisions. Assessors must hold TAESS00001 Assessor Skill Set, TAE40110 Certificate IV in Training and Assessment or a diploma or higher qualification in adult education.

9 Capability of trainers and assessors Issues
Assessment most common area of non- compliance at all types of audits. RTO staff often struggle to understand how to correct issues with assessment. Failure to conduct adequate assessment against all specifications in training product. Lack of assessment skills and knowledge. Inability to demonstrate vocational competence and VET skills and knowledge. Current Certificate IV in Training and Assessment does not require assessors to develop skills and knowledge in this critical area. Trainers and assessors often have difficulty demonstrating they have current vocational competence and have maintained their skills and knowledge in VET.

10 TAC Strategic Industry Audit (SIA)
Audit into ten units of competency that lead to high risk licences in WA in dogging, rigging, scaffolding, elevated work platforms and crane operations. Areas of highest non-compliance related to assessment standards and meeting training package specifications, which compromise assessment outcomes.

11 Findings of the SIA Audit
30% of RTOs were fully compliant. 70% were non-compliant with one or more Standards. Of these, 35% were found to be significantly or critically non-compliant. Highest area of non compliance – assessment standards and meeting training package specifications.

13 TAC Recommendations Eight recommendations focussing on:
monitoring on-going compliance of RTOs considering review of UoCs in terms of practical experience and assessment requirements collaboration with relevant agencies reduction of timeframes taken to remove noncompliant providers from the sector. development of communication strategy by Training Councils and WorkSafe.

17 Transition to Standards for Training Packages
Extension of transition period for revised training packages released between September 2015 and March 2016. Temporary agreement from Government to increase teach out period. RTOs have 18 months from the date qualifications superseded to transition to updated training package qualifications.

Application submitted to STB – Certificate II in Yard Transport Yard Operations (Freight Handler). Traineeship to be School Based as career pathway into road transport Proposed to include units of competence from other training packages, eg Certificate II in Automotive Vocational Preparation Once approved will promote through industry and industry associations.
